076 AME.
The trip up the winding pathway to the manor house was unlike almost any other. When any major diplomatic event was set to occur, normal Teliran procedures were to provide all the pomp, officialities and splendour of a state visit. But this was evidently no normal meeting as the Federation delegation was guided through the thin trail; overlooked on both sides by a dense layer of forestry that secluded their destination for miles. Soon enough the route opened up to the opening of the residence for the meeting: The Tetlisun Chateau. Those well versed in Teliran news might’ve recalled the place appearing in backpage tabloids a few years back as a controversy of Association funding. A construction project costing hundreds of millions for some autocratic international bureaucrat was, after all, something that wasn’t exactly a commendable use of funds; especially with how it evidently became unused, derelict and understaffed immediately post-completion.
As the Federation’s Teliran guides escorted them up the looming manor’s grandiose granite steps towards its beckoning maw, the doors threw themselves wide open. Out strided the figure of a man who was clearly of some kind of servile duties. With a respectful bow and a polite gleam, the gentleman muttered,
“Kind guests, welcome to our home. I am Sarma Onoro, Mister Tetlisun’s butler. It has been an eternity since this place has ever had new life within its walls… The first time it’s been used for any function for that matter.” He calmly informed before beckoning for them to enter, the guides remained outside.
The team was immediately met by a noise impossible to ignore, the sound of some old band playing from deep within the building. It was faint, but it was there. Clicking the doors behind them, Sarma returned his attention to his guests as he began stepping out towards one of the doors into the utility corridors, explaining,
“The Stadtholder is expecting you already.” He grinned, as he turned his back to them, “Just follow the music and you shall find him. He will be working in his study, he is always working.”
With that, the Teliran disappeared behind the door which seemed to camouflage into the wall it was built into; leaving the diplomats alone in the spacious entry room. Aside from the two curving staircases that glided down to the centre of the room, several doors lined the sides as the lights of the overhanging chandelier reflected upon the polished marble walls. Despite the neatness of the place, the lifeless emptiness matched by the space of it gave the entire chamber an uneasy, stale atmosphere. It rapidly became clear, upon following the music that the entrance was not the exception to this phenomena. The entire building felt like one big liminal space. Too much room and cleanliness; too little life. It became rapidly apparent that aside from Tetlisun, Sarma might be the only person in this complex of a building.
Their echoing steps bouncing through the halls, only to be joined by the occasional sounds reverberating from elsewhere within this labyrinth of studies, silver-filled dining halls and empty hallways. Yet one thing remained constant: The omni-present call of the crackling music. Finally they found their ways to another set of stairs, hidden behind an unsuspecting door like a dozen others of its kind in a particular hallway, taking them to the third floor.
Despite the dreadful feeling of being lost this place gave, the music was getting louder. Finally the group found the source of the building’s lament: An antique phonograph visible through an ajar door in the second corridor of that floor. Opening it fully, the team was met by the sight of a spacious office. Satin curtains were tied back beside the leaded-diamond window that loomed over the unmistakable figure of a Teliran, clothed in the most unimaginative, bureaucratic uniform one might imagine. All largely one colour: blue-gray, almost identical to his skin tone. The character, silhouetted by the sunlight feeding through the window behind him, seemed unmoved by their entry as he continued to scribble down upon documents upon the table. Busts of unknown people dotted between the bookcases built into the walls. Filling the center of the room was what seemed to be a more casual set of furniture. A pair of recamiers, draped in cloth to protect them from dust as though the building were unoccupied, flanked a low table similarly covered.
“Please.” Tetlisun’s voice called through the room, “Come in.”
The shadowed body of the Stadtholder at last looked up to his guests.
Alice quickly saw her position changed from head diplomat to Ancerious to the main Liaison to Natar and its many nation states as well as the Associated State itself. The call from Tetlisun had not been unexpected and it was a long time coming. When she did receive it her superiors went into a frenzy, Alice had been given an offer to help restore the old Administrator to power but was hesitant to do anything after meeting with the gangster for hire owned by Tetlisun. She went to them meeting wearing a black dress suit with a purple tie and a Royal Federation Flag pin on her lapel. She wore a black choker as well which glowed dark blue in a line of light around it. This was the Diplomatic Corp, who was accompanying her today to the meeting, she took form after Alice stepped out the car and made her way through the estate. The song coming from Tetlisun's room was a wonderous melody, once that Alice like quite a bit. She stepped into the room at his invitation following Corps who was in front of her. Corps wore a boisterous gown, fit for a ball rather then a diplomatic meet, but she always had that fancy streak in her.
"Administrator Tetlisun, A pleasure to finally meet you. I am the Diplomatic Corps AI. But you can just call me Corps. Thank you for the invitation to your wonderful estate." Corps said politely offering a bow.
“A pleasure to meet your owner and finally handle an upfront meeting with a representative for your empire.” The Stadtholder politely replied to the AI before turning his attention to Alice; holding a hand out for her to shake over the desk before gesturing for the pair to sit as he himself strolled off to a nearby antique drinks cabinet to pour a couple of refreshments.
“Now, I myself am a firm believer in getting straight into business, so I shant waste our time. Drink?” He muttered, batting a glance over to the pair. The administrator proceeded to tap his foot against the wooden floor twice which caused a Teliran, dressed in formal wear and a pistol holster to emerge from behind the curtain.
“Wait outside the door.” The Stadtholder firmly ordered before returning his attention to the Federationists, “As you likely know, the ASN is determined upon a path of exoatmospheric neutrality.”
"I'll take you up on that drink." Alice watching the Teliran leave the room. She took a seat at looked as Corp who was fixated on Tetlisun.
"Of course, sometimes it is better to leave frivolous formalities behind." Corps chuckled
"And i am aware of your neutral stance and i can see where this is going." She replied to Tetlisun
Tetlisun responded with a cold nod as he returned to his side of the desk; two glasses in hand and filled with some sort of wine. Taking a single sip would immediately reveal the drink to be none other than an Adalouse vintage from the Federation homeland. The Stadtholder slumped into his chair as he put the wine aside.
“By the efforts of your government and my predecessor, the neutrality of the Association from foreign military entanglements was jeopardised. The signing of the 467NME International Treaty between our respective polities has kept the Associated States effectively held as a host, and potentially a hostage should relations deteriorate, to a permanent foreign military stationing. This cannot be tolerated going ahead into the future.”
The Teliran rested back in his seat and went to scan the reactions of the envoys,
“The ASN will be terminating its naval stationing arrangements with the Royal Federation. That includes seizing control over the naval station’s infrastructure and termination of the Federation-Association defence treaty.”
The two maintained a plain face as Tetlisun broke the news, Corps had predicted this would happen eventually with the neutral stance Natar was taking under Tetlisuns leadership. It was disappointing as she had predicted under Thalerno that Natar would make a fine ally.
"We can agree that on keeping neutrality will require the dissolution of this treaty, but unfortunately we cannot allow our military assets to be taken over by foreign polities. At the termination of this agreement, our anchorage will transported back to Federation space." Corps responded
The Administrator stared coldly for a few moments, calculating, before quietly breaking the silence with a slight smile before chirping, “Well, it never hurts to begin at the highest demand.” Shifting in his chair he continued, “Nonetheless, whenever a country nationalizes foreign-owned property in their country, do you see the foreign governments taking apart every business they used to own, brick by brick, and leaving with them? You do not.” Taking a sip from his wine before again putting it aside, the ageing Stadtholder furrowed his brow; giving a stern look to the diplomats from across the table. “Having the Federation dismantle their station and taking leave with it has the ASN’s permission, however, I do believe some token payment is due in return for the disruption the traffic and entries Federation civilian contractors will have to make in order to transport the entire construct” He gave a tired smile.
“At any rate, the Associated States would be happy to oversee the process of Federation civilian ships conducting the transportation process to make sure that it is all proper and above water so to speak.” The Administrator explained as he strolled from his desk to the gramophone, turning it off as he called back, “Particularly that the Federation doesn’t do something like send military-grade ships into Teliran space to begin the dismantling and transport process. The ASN is not what it was when our powers first met, we do now have the means to defend ourselves, and rest assured we will hold our ground accordingly if the need arises.”
Returning back to the Federationists, the Administrator sat himself back down and looked to the duo, “Now that i’ve made the warning that gunboat or hegemonic diplomacy is a thing of the past for handling the ASN, I do believe we are in a position to help each other in symbiosis.”
Corps met his stare her cold unfeeling calculations running faster then anything in the room ticked away as he told her what she expected to hear. "A bargaining technique" of course it was, the Telirans were becoming infamous for their ability to swindle capital from others, something she would not indulge them with.
"You're oversight is welcomed but not necessary, I've already relayed a message to the Federation Navy and they should have the station removed in the next few days without incident or disruption." Corps said raising her hand and studying her fingernails nonchalantly.
"Compensation won't be needed" She remarked with a smile, bringing her focus back to Tetlisun
"And I do agree with you, we can help each other especially since you are in need of a good house cleaning."
“I’m glad we are in agreement, emissary.” Tetlisun nodded with a small smile, “So it’s settled…”
“The Royal Federation navy will dispatch the appropriate unarmed ancillary ships to conduct a due dismantlement of the station and conclude the end of that aspect of the treaty. With that being said, the termination of the most major aspects of the Thalerno treaty does place our nations into a situation of icy detachment. That doesn’t mean we are isolating ourselves from the galactic theater.”
The administrator scratched his cheek, giving a more sincere look to the duo, “The ending of our military ties does not mean Telirankind is uninterested in continuing the good spirit and friendship that both of our nations have enjoyed diplomatically for sometime; the same applies to many of the other galactic powers. To this end the ASN intends to pursue the mutual respect and protection of Natar’s independence and impartiality by several of the galactic great powers.”
“Alongside others, a reassured Royal Federation decree of both respect and guarantee for Natar in the event of an unprovoked attack would go a long way to advancing the spirit of kinship between the Telirans and the Federation, alongside the colonial world at large. We are similarly acquiring such decrees from a number of other powers; the intention is not to build an alliance or reinstate foreign military plans for our space but solidify Natar’s status as an open and internationally guaranteed neutral ground from the bloc-building that seems to be accelerating these days…”
The Stadtholder paused, “So many forces are trying to pull native powers into these new factions… Colonials… Anti-Colonials… Through both geopolitical influencing and military coercion.” Tetlisun paused, exhaling slowly before adamantly asserting as though he were vowing his words to himself, “...I am determined to keep my people out of wars and bloodshed they have no place being in. Should the Royal Federation wish to refrain from declaring a willingness to protect and support the Associated States from assailants, we will respect that and not demand it, but I hope you will give such a decree serious consideration… I truly believe it will go a long way to tangibly showing that the Royal Federation, as a colonial power, is not simply pursuant of galactic conquest; that their intentions are humble and respective of native polities. It sounds like a win-win to me.”
"Well since in the last treaty we were guaranteeing the sovereignty of the Associated States, a renewal should be a quick and easy affair." Corp said mindfully eyeing the Telirans mood.
"I can see from these changes that you would have other nations take a backseat in your internal affairs, are you perhaps moving to have all foreign policy directly handled through the ASN and stopping the independent powers on Natar from having dealings directly with foreign powers?" She queried.
“In the years under the posting of my predecessor, there were plenty of excursions by the member-states to create underlying alliances and pacts with galactic powers… As I'm sure you understand, this was an unstable and dividing affair.”
“However since then most have come to understand that engaging with galactic empires on an individual scale is more trouble than it’s worth, both with those empires and with the repercussions for them back on Natar. The most individual nations sally forth to exoatmospheric powers for now is for trade and promotion of relations, as opposed to protection or alliances.”
Tetlisun brought the explanation back to the question with a pause, followed by a nod, “The upcoming International Peace Declaration will, among other things, forbid ASN governments from joining or participating in foreign conflicts. Thereby cancelling any preexisting alliances they may have, both with colonials or unaligned powers.”
Taking on a more reassuring tone, the Stadtholder waved his hands as though to physically quell any potential concern, “Now this of course does not mean we are adopting isolationism. Royal Federation investments, citizens and relations will remain the same as they currently are with the member-states and international government. Likewise, the Associated States is not restrained from doing business or financially dealing with other countries in their times of war.”
With a pause, the Stadtholder seemed to consider something before breaking his silence by asking, “Am I right to assume that the Royal Federation is doing away with their… Intimate associations with the Monarchist leagues on Natar?”
"We've never had a level of relations like that with other parties on Natar, the meeting that was attended was simply a misunderstanding on our behalf and we played the part of colonial sympathiser. We have no intention of trying to organise your house administrator, we're just simply trying to keep a steady relation with a strong economic power in the galactic east." Corps said politely before looking towards the window.
"Tell me Administrator, do you really think you can peacefully bring Natar together on this current course?" She said looking back towards him.
Tetlisun looked to Corps, before his eyes darted back to Alice, nodding to her as though she had been the one to say it.
“I’m very glad to hear it.” He smiled, but once questioned, the Administrator’s smile disappeared.
“Natar’s course for prosperity, development and production will be preserved so long as the present course is not altered. But make no mistake, this planet has been a battlefield since the day I was granted my position, I just isolate it by closed doors of offices and in the alleyways of city-streets. Natar will be unified, but change of this magnitude cannot occur overnight. The question is not a matter of if, but a matter of when.”
Rising from his desk and strolling towards the doorway, the Teliran’s quiet smile returned to his face as he gestured for the doorway. “Madams, it has been a most illuminating honour to speak with you, I will be in touch with your ambassadorial staff later to officialise what we have established.”
With that, the new arrangement was established and the Federationists took their leaves; paving the way for the ASN's new relationship with one of their earliest affiliates.
The trip up the winding pathway to the manor house was unlike almost any other.
