If you had told me that on a routine operation with the Galbarians, we would make first contact with a space faring species, I would have thought you mad, but that is exactly what happened….” -Journal entry of Commodore Olouchi E. At the border of the Forlorn Spiral and the Avarian Front.

The Saavedra and the Sáez cruisers sailed through space towards the region of space known as the Forlorn Spiral. It had been a long journey, even with warp travel. They were escorting the thin but long-bodied Cambeiro diplomatic ship. They were hoping to meet other factions, most especially the Dominion. Hopefully, thought Admiral Fenenna Einthe. While she was a major officer assigned to minor task, she was looking forward to having her own success as the rest of the Admirals and Captains did on their journeys. While their ships travelled through the warp, the Admiral took care to prepare herself, brushing her long gray hair while her XO helped her by preparing an extra uniform and her jacket.
Special taskforce Twenty-one Thirty-four was quite busy, a recent Irdan cartel attack had been fought off with no casualties but several cargo vessels transporting hazardous waste away from an earlier encounter with another species had been badly damaged and were leaking. The incident in question involved a space faring species known as the Galbarians were dumping nuclear waste in a solar system near a primitive sapient species whose technological advancement was roughly equivalent to Earth’s own medieval age. Just a few weeks prior, the Commanding officer of the taskforce, Commodore Olouchi E. Seniin, had through a mixture of gunboat diplomacy and a promise of getting assets to take the materials away at no cost to the Galbarians so that they could be properly disposed of. However somehow the Irdan Cartels had taken note of the hazardous waste convoys and mistaken them for weapons grade radioactive materials and decided to attempt raids on the convoy routes. Today, Commodore Olouchi watched as XPI troops boarded the stricken freighters to assess and install containment features in the hopes that the freighters could move under their own power or at worst be safely towed. The twenty-four ships under Commodore Olouchi’s command were arrayed to make a defensive perimeter and were composed of three destroyers, five frigates and ten corvettes, in support of this were four recovery vehicles and two medium-weight towing vessels. Inevitably if anyone came knocking they might see this operation ongoing and would detect the radiation hazard warnings being broadcast for the safety of passers by in galactic standard.

The UWA fleet was beginning to leave the warp they used for FTL. But as they did, their lead ships began detecting foreign ships arranged in a manner that reminded the Admiral that there might have been a hazard. She hoped it was just that and not a trap and ordered her ships not to engage and to keep their weapons down as they waited for their ships to leave the warp. Her ship however was the first to leave, her mighty Saavedra then sending out a ping towards the ships they detected earlier!
Within the command information center (CIC) of the RDNS Luxor, Commodore Olouchi looked over the live reports of XPI teams surveying the damage and the sensor readings of the radiation leaks and other relevant data regarding the damaged freighters. It seemed that the Cartels had tried to board, but the intense radiation overcame even their combat-rated EVA suits. Most of the dead aboard were the cartel’s marauders mingled with a small number of the ship’s crew who were unlucky enough to be outside the safety modules on the vessel were either caught unawares or clearly had intentionally vented the ship’s radioactive materials internally in acts of self-sacrifice to save the rest of the crew. The Dominion’s XPI troops were equipped to handle the worst environmental conditions including extreme radiation, for them the real task was verifying the threats were neutralized, getting to the ship’s safety modules to see if anyone survived and sealing and containing any and all sources of leaking radioactive materials. As this went on Commodore Olouchi noticed the sensors were picking up something approaching, this fact was conformed by a sensor tech who highlighted that a vessel of unknown classification and origin had just appeared and it seemed to have others in the process of FTL emergence with it. The commodore gestured within the tactical holographic display to enlarge the sensor data and visual images of the new arrivals. The computer system that managed the display indicated that the vessels didn’t match any known species thus far.
“Hmmm well now, this is quite interesting but a terribly sordid way to make first contact..” Commodore Olouchi nodded to a communications officer off to his right, and a message was sent to the new arrivals in galactic standard language.
<” Greetings fellow travelers, we are the Risallas Dominion, we offer you a guarantee of safe conduct if you will do the same. Please be advised that we are containing a major radiation leak on several damaged freighters, please do not cross the containment line as marked by the buoys.”>

"Ah. They spoke in the standard language of the galaxy. Very well. Let us proceed." She stated before her ship slowing down and showing to them her starboard, giving them a good view of her deactivated weapons but still active shields. She started to address them with another message. "We are the United Worlds of Alondra. We thank you for the advice and for the guarantee. The one in command of the fleet approaching this sector is Fenenna. I hope you do not mind if I was not alone. While we may do as you suggest, perhaps there is something we can do to assist you? As a United Fleets warship, we may have something on board to help deal with the radiation leak."
In contrast to the UWA vessels the dominion vessels present showed no signs of being armed, if a scan of the vessels was attempted it would prove inconclusive if not outright confusing, the Dominion contacts where clearly there but the scan was revealing no useful information and what little sensor returns they were getting were garbled...it was either purposeful electronic warfare or some form of stealth in play. At a glance the effect wasn’t malicious, it was just present and the Dominion clearly knew about it.
<“Ah, we have actually heard of you, the Davians sent us data recordings of your encounter as we are one of their major trading partners. We take no offense at you not being alone, the unclaimed tracts of space in the western side of the galaxy are somewhat dangerous thanks to criminal activity which makes it wise to travel in groups as normal procedure. Thank you for your offer, fortunately this problem is contained, but you should have seen it a few hours ago, where you are now would have had you awash in Chernov particle radiation. We’ve gotten this mess cleaned up to a point that’s it’s the ships and immediate vicinity, in about an hour well be dragging these ships out of here so they pose no threat to the nearby trade lane. Given that this is first contact perhaps our representatives can meet?”>

"Very well then. We will send a representative to speak to you. I hope you the best and I pray the leak will be dealt with before the trade Lane is affected." The transmission was then cut before another transmission replaced it. The transmission was as followed. "Greetings. I am the executive officer of Admiral Fenenna. I hope you don't mind. She will be on her way to your ships to meet you personally."
A Middlesex class gunboat maneuvered out of the encircling line around the stricken vessels and moved clear of the radiation. The vessel engaged its hazard emitters to indicate that it was prepared to receive guests via small craft and it began using its vectored thrust systems to maintain it’s position. The vessel had no shields active and no weapons armed that could be detected. Granted that the dominion almost always had their weapons in retractable mounts that when deactivated were flush with the rust-scarlet coloration of their hulls making it hard to tell they had weapons at all. This design standard had lead to the habit of offering ‘safe-conduct’ which was more of an honor-bound thing, the Dominion ensured that they would make no hostile action if the other side agreed to the same thing.
<”That is acceptable, the RDNS Cairo, has moved outside the radiation drift zone, and awaits your delegates. Please heed the holographic guides for your craft, localized flight traffic control will transmit the landing instructions.”> As the communication was being sent a select number of crew aboard the gunboat prepared for the guest’s arrival while an honor guard of XPI troops positioned themselves in groups of three for the arrival of foreign guests taking up tactical position while attempting to not be threatening to the guests. The commodore had clearly opted to err on the side of caution given the UWA’s prior encounter with the Davians, he expected that there might be some interesting questions due to that and the current state of affairs between the Davians and AURA. These were questions he was prepared to answer which might help the UWA make a fair and unbiased decision.

The UWA craft then made her way towards the RDNS Cairo while the rest of the UWA fleet remained away from them, also standing their weapons down but keeping their shields up. After a few moments, the craft managed to stop and connect to the Cairo. Once that was confirmed, the XO sent to meet with the Dominion prepared herself as she waited for the ship to open up so she can enter the Cairo with her guards.
Also, with her was the Admiral. The XO wore a darker uniform than her superior officer. She also wore a deputy’s badge while her Admiral wore her personal 10-pointed star badge on her collar. The UWA waited and waited until their craft opened up to let them enter the craft of the Dominion.
Once the UWA representatives disembarked form their transport craft they would find the air in the shuttle clean and devoid of the more common and expected aromas of a facility designed to launch and recover small craft. Overall this portion of the bay which was separated from others by pressure tight folding doors was large but not cavernous enough that one felt small within. The décor was spartan simply because this space was at times open to space and a stray tool flung loose during depressurization or a hard landing could kill faster than someone as fast as exposure. Everything that might have been a trip hazard had been secured to the rear corners of the bay behind still-raised collision pillars. If the UWA representatives looked closely they light find all the materials were stacked in such a way to make hiding behind them impossible. Although this was standard procedure it also hopefully conveyed the lack of duplicity present on the Dominion side of this meeting. There at the end of the bay waiting for their departure where two officers, Commodore Olouchi, and Commander Imari. The normal uniform for commanding officers in the Dominion was black with a gold trim. As per wartime protocol insignia indicating rank was minimized leaving it a near mystery until one of the two introduced themselves. Fortunately, the new arrivals didn’t have to wait for the Commodore to clarify by way of a hovering translator device no larger than six inches in height comprised of two counter-rotating tetrahedrons with a pulsing light emitting from between.
<”It is a pleasure to meet you in person, we do apologize for the clutter.”> Commodore Olouchi gestured to the fact that this bay had obviously been hastily but efficiently cleared for this meeting shortly prior to the arrival of the UWA personnel. <”While the Dominion prefers peaceful and friendly contact with peoples all over the galaxy unfortunately you caught us during a neighborhood cleanup. I am Commodore Olouchi, and this is Commander Imari..”> At the mention of his name Commander Imari politely did a polite half-bow in respect to the guests and commented. <”It is a pleasure to meet your people, I hope that we can come to a jointly beneficial agreement today.”>

The XO bowed but the Admiral simply saluted the man and she spoke in her best tone using the common galactic language. "I thank you. And there is no need to apologize for your own ship. It is a pleasure to see you too. " She then nodded to her XO who then said, "I would like to introduce my Admiral to you again. She is Fenenna Einthe. I am Adele Velarda. I hope we came just in time to establish a friendly relationship."
<”Any time is a good time for peaceful meetings between nations, given the state of affairs in the galaxy. If you’ll come with us we have a adjacent room with appropriate seating and light refreshments so that we can conduct this meeting in comfort.”> If the guest allowed they would be guided into an adjacent room which had been quickly cleaned up and neatened to allow for foreign dignitaries. The layout was simple, eight chairs around a rectangular hardwood table with a modest sampling of light food and refreshments arrayed in the middle. If any of the UWA representatives took note of their surroundings in detail they would see that paneling had been placed to mask the utilitarian appearance of starship so it looked more like a room planet side and less like one on a small warship. The table itself was made of a form of hardwood where the grain took on an odd zigzag pattern alternating dark mahogany tones while still being perfectly smooth to the touch and finished to a point that it was so smooth it would resist casual wear and tear with ease. It was clear that the Dominion was often prepared to encounter new species as all this must have been stored aboard and this room dedicated for just such events as were happening today.

The two dignitaries were amazed by the set up. They never expected the Dominion to be this prepared to welcome new comers to their sectors and to the rest of the Galaxy. Despite all this glory, the officers focused and found their seats but refused to sit down until their hosts would say so as the Admiral also asked their host "I was also wondering if you would not mind if we record our discussions once we begin."
“Please have a seat, and you may record this event as you see fit. Most species around here record their first contacts as standard procedure because it’s an important historical event.” The Commodore and the Commander both took their respective seats and a staffer who was present to handle the pouring of beverages placed a cup of blue-colored tea in front of the Commodore and something that by aroma smelled like coffee but was far more aromatic and herbal in front of the Commander. After this the staffer inquired as to what the UWA representatives would prefer from a list of available beverages. It seemed that the Dominion had gone to the trouble of making the menu in galactic standard also. “With exception to the tea I’m drinking the beverages on the menu are deemed safe to about ninety-three percent of the galaxy’s species, this tea on the other had is something you have to work up an immunity to.” Commodore Olouchi stated while stirring the tea causing its colors to form darker swirls somewhat resembling the swirling clouds on a fast-moving gas giant.

"I think I'll have some water and a small cup of that juice you have there. Other than that, I am fine." She then turned her attention again to her hosts and said "Yes it is historic, Thank you for allowing me to. Shall we begin then?" She then took a small holographic device from her pocket and placed it on the table and pressed it, causing a small hologram of the UWA and its planets to show up for all.
With the request for a serving of the tea in question, the Commodore gave a non-verbal cue to the staff member who was serving refreshments to go ahead, this of course meant it would look the same, but be a nearly exobarridum-free version of the same tea he was having so that there was no risk of a medical malady. Unfortunately, this would make the taste less sharp, and there would be less caffeine present but other wise it’d be a smooth drink that somewhat resembled a mix of vanilla, pineapple and tamarind all with a black tea aftertaste.
“Certainly, I would be more worried if no one was recording this event. But yes, let’s begin, as a matter of tradition and goodwill; I have here a copy of the galaxy spanning maps provided to the Dominion by the Union of Worlds. They cover the national territories of most nations as well as where major hazards, neutral ports and major trade lanes are located. The should be of use to your people in fostering fruitful diplomatic relations as you explore this galaxy.” A copy of the three-dimensional holographic map was presented to the UWA on a pair of dark amber colored crystalline data rods with adaptors for several forms of computer. The rods sat in a finely carved wooden box made of a wood of unknown origin with lustrous grains that zigzagged almost like a strange tiger’s eye stone. Of course it might not be noticed at the time or for some time after that the Dominion’s location on the star charts was politely omitted.

The UWA main representative was amazed to see such technology used to display the galaxy maps she sorely needed. While she was sure her country was getting more maps than they need, it would be nice to have something redundant so they could confirm it across documents. On the one hand, she'd appreciate this. She smiled and said "Thank you. It's my pleasure." She then turned her attention to the tea and sipped from it. She liked it immediately, licking her lips gently before she stated to her hosts "Not bad! If anything, I'd like to make my own tea out of this when I get home...if you'll allow me!" She then returned to the conversation and spoke "Anyway, here I present to you the official documents for non-aggression and friendly establishment of relations." She produced two digital documents from her own case and handed it over to the host.
Commodore Olouchi looked over the documents finding them at a glance to be albeit worded differently up to par with the galactic norms for a Non-Aggression Pact. At the same time Commander Imari read the documents in detail just to verify that the terms were acceptable and nodded to the Commodore indicating that they were safe to sign. “Most certainly, I can provide you with a box of this as a parting gift regardless of the outcome of this meeting. Also, we find the terms in your proposed non-aggression agreement acceptable.” On behalf of the Dominion of Risallas, Commodore Olouchi signed the NAP agreement, and passed it to the Commander who signed as a witness, the Document would be passed back to the UWA representative for signing as needed to ratify it. “If you do not think it an issue, I am curious to learn about your culture and your nation’s priorities.”

The representative accepted it and took it into her hands, signing it. She then placed it back on the table and stated to him "Our priority is to explore and to see if our systems can be protected. We need friends. On the other hand, our culture is dominated by the three greater majorities. Humans, Alonsenai and Syrans."
“That is quite a reasonable thing to seek, I suspect you will find that as long as you approach those you meet with the same consideration you did when you encountered us you will make quite a few friends and allies.” Commodore paused to sip his tea, the pungent after taste coming seconds after the combination of aroma and fine sweetness had passed. He continued his statement offering a perspective on the Dominion in trade for the UWA representative’s straightforwardness. “The Dominion of Risallas, is a nation that values the rule of law and the maintenance of order. In the region of space, we originate from which is called the Qorochiroq cluster, we are the only organized nation for parsecs in any given direction. This is not due to any action we have taken but rather that we colonized in a stable island in the middle of some very dangerous galactic topography. Much like your nation the Dominion is not comprised of one species, I myself am Itanyi, Commander Imari here is Atrean, in addition we count the Malik and a number of artificial intelligences who have proven themselves sapient as members of our nation with equal rights and standing.” The commodore paused long enough to finish his cup of tea. The staff in attendance refilled it and as that was happening he added a bit more to his preceding statement. “To put it at it’s simplest, the Dominion is a Thaminocracy and so, we maintain a set of ideals that are as rugged as our engineering.”

The Representative faithfully listened to him speak until he was done. When he was, she replied
"I see. Our faction, on the other hand, tries its best to be as democratic as much as it can. However, it can be a problem when we are facing our more extremist parties as well as rebels on Satembi. I do beg for your consideration, I'm so sorry." She then paused for a moment and said "If I may ask a question, I am curious to know about your faction, if there is any conflict in which you are involved yourselves?"
Commodore Olouchi noticed the flustered nature of the UWA representative and politely acquiesced to her statements and indicators of her emotional state. “No, it’s not a problem at all.” As she posed her question The Commodore was ready with an answer that was truthful and straightforward. “At the current time no, the Dominion is not engaged in any conflicts. However, this is not to say that we have not been involved in such. At one point by limited terms we were involved in the war between the APP and AGA because the APP had a super weapon capable of destroying solar systems from afar. This device offended our collective sense of order and civility as it allowed for one people to destroy as they saw fit with no means to evacuate civilians." Commodore Olouchi finished his cup of tea only to have it filled just a few seconds later and he nodded to the UWA representatives indicating that there was more. “But that was not the first agreement…” With a sweeping gesture the room darkened showing the union’s map of the stars with an area highlighted, the area increased in magnification until it finally showed the systems that held the Crucible and facilities of the Rubikon. “It is there that the best and brightest of the Dominion finally cut their teeth against an enemy set on galactic subjugation. That was earliest time we fought for the galaxy…regrettably the Ancerious Galactic Alliance let our temporary agreement to remove a galactic threat expire after the battle.” Commodore Olouchi gestured as the holographic effects faded it was quickly replaced by that of the more recent battle to defend VoiCon within the Davian Empire. The battle did not need narration as it was a simple attack by a foreign power that was interrupted by an even greater foreign power destroying everything. He looked to the UWA representatives and stated quite frankly without nuance or any semblance of diplomatic game play. “So, with all that said, and that the Dominion is at peace now that it’s agreements are settled. I should state that we do also have an alliance with several local powers via the Askandar Pact, but otherwise, there has been no open combat for a fair amount of time. For this we are grateful; while we are not afraid of war, we do understand that for the most part it is only as a last resort."

"Very well. Concerning the Askandar Pact, the UWA is interested in joining it if this is acceptable. On the other hand, we're trying to make sure it isn't a threat to us." She then added "We also would like to admit that we may or may not be vulnerable and I trust you would not let this work to your advantage against us."
“Fortunately, the Askandar pact isn’t that sort of political power bloc, it was formed with a basis on mutual defense and international cooperation. Offensive combat actions are an absolute last resort against major threats. The Pact was formed because the Andracken through actions and their public statements made themselves a noticeable threat to the safety of the region. Fortunately, no conflict has resulted from that and as of this moment the danger was resolved via negotiations. Since you are clearly people of peace, I do not see any reason the Pact would object to your admission. The Dominion is one of the founding members of the Pact and we can forward your request and arrange for a formal meeting if you desire it.” Commodore Olouchi sipped his tea and continued in reference to the UWA representative’s second statement. “As far as we are concerned, no one outside of this room will ever know you mentioned the possibility of vulnerability.”

"We do desire it. My mandate from the Secretary, who acts often in the name of the President and Vice President, was to see if I could meet a member of the Pact and thus bring the UWA into a meeting with them in order to see their chances and to find out more about you and your allies. We don’t mean this against you but if you wish, I am willing to be your hostage until you are willing to trust us."
At the mention of taking a hostage just to ensure further diplomatic negotiations and contacts Commander Imari gently put down his beverage and let the UWA representative to complete her statement before responding. “We don’t do that, taking hostages as a guarantee of diplomatic relations I mean. As far as we know you have a clean record, which means we have no reason to believe that you would break your word.” Commander Olouchi added in his own sentiments before Imari could continue. “After all, this meeting has been quite productive, I don’t think it’s in the best interests to mar it with actions that could be seen in a bad light by either side. While I admit I do not know how your people view hostage taking, but we don’t approve of it simply because it is seen as a form of extortion which is quite illegal.”

"I see." She said, calming down and putting whatever was in her hands down on the table. She herself said "In that case, I take back what I said. I---" A communications device in her pocket interrupted her by ringing loudly. She excused herself and stood up and took the call and conversed quietly for a moment. Then she stopped it and put it back and told her hosts. "Forgive me. It appears that I might be recalled by my government. Is there anything you'd like to propose?"
“I do hope that call isn’t bad news, it would be a shame to punctuate this meeting with that. As for other proposals I do have one other to offer.” Commodore Olouchi paused to politely decline another cup of tea before continuing. “Perhaps we should discuss the potential for trade between our nations, that usually is one of the few cornerstones of a long-lasting state of peace between nations. As you saw with the box that held those data rods the Dominion is in possession of materials that cannot be found anywhere else in the galaxy and cannot be molecularly replicated. Is there is something your people need or desire in the form of a material or as a solution to a problem?”

"Well, we could certainly use some new materials for ship building and, also to reinforce the structures we create for our people to live in." She then answered her host about the news "On one hand, it's just a normal recall. I believe High Command has something incredibly sensitive to tell us."
Commander Imari fielded the mention of a need for materials. "That is something we can oblige, there is a material we have access to that is good for both applications. It is useful because it's not conductive, and has a high tensile strength, though it's molecular structure does add some bulk over materials like titanium, aluminum or steel compounds." With its mention, a holographic projection of the material in use in rigid and semi-rigid structural components. "More often than not Parrivat is used as the core of a coated structural member because it's failure rate due to stress-fatigue is incredibly low." Commodore Olouchi took advantage of the Commander's pause regarding the discussion of a trade-worthy material to respond to the mention of a recall. "Certainly, we won’t pry into your internal matters, it is preferable to have a recall for a urgent but peaceful reason than the alternative."

The Representative was surprised. They would let her go back this easily then. She nodded at what Imari said. She then told them
"I thank you. I hope to remember what you did for me. I am honored to have met you, Commander Imari. Commodore Olouchi..." She nodded to him. "I'll be sure to return to continue our talks once I am able." She stood up and said about the material "Interesting. But again, we can discuss this later when I come back. I am so sorry."
"Certainly, if you ever need to contact us, we won’t be that hard to find, a garrison of our troops is involved in the Davian peacekeeping operation. That's the easiest point of contact, and the most visible.” Commodore Olouchi politely replied before standing up. “I do hope that you have a safe and uncomplicated return trip.”

She stopped, that bit of news was a complete surprise. She then she spoke out. "Wait please. The Davians? How...what? Why are there peacekeeping operations? Are you suggesting that they were...defeated?"
Olouchi was surprised that the UWA representative didn’t know what had occurred. It was on the galactic news outlets and was part of countless pundit’s talking points at this time. The Commodore came to a single conclusion as to why the UWA didn’t know, they might not have access to the galaxy network yet, but still the phrasing of the news had to be handled delicately.
“The defeat of the Davians is still subject to debate. If you believe AURA, they obliterated the Voicon system and aggressively negotiated after the fact. In reality, no one actually won the battle or the following armistice talks. The battle itself was less than an hour old when a vessel identifying itself as the Azores appeared and told everyone to leave the solar system in a set amount of time…” Commodore Olouchi brought up an three-dimensional holographic image of the nakai vessel that announced itself as the Azores. “That vessel by itself, was leaps and bounds ahead of any technology any of the belligerents possessed, it destroyed the entire solar system and anyone unfortunate enough to loiter too long in it. After that both sides agreed to Armistice talks which saw Davia effectively split into two zones one overseen by AURA, and the other overseen by the allies of Davia. The agreement spared Davia the risk of annihilation and potential genocide and set a five-year time table for their troubled nation’s rehabilitation after their past transgressions. It also put some limits on both sides and it hamstrung the Andracken as well. The Davian state on the AURA side is likely to be effectively erased, on ours it remains, but progress on helping the Davians help themselves is slow.” With that Commodore Olouchi paused to phrase a reiteration of a critical point. “It is the Dominion’s current viewpoint that, since there is a Davia at all, and that the nation was not conquered and has a decent chance to return to the international community, there was no defeat…more or less a stalemate.”

After the story was told, she told her own. "In this case, I trust you. Our faction has been doing talks with the Davians some time ago. However, we suddenly realized that they went dark. We tried to connect to any existing universal network encompassing the galaxy but not to our advantage. Only now I could confirm at your word that the Davians were...unfortunately divided. We were originally going to offer evacuation of their people and we had preparations to rehabilitate them. But it seems it's late. "Certainly, we can understand your position and I thank you on behalf of the Dominion for your faith. Your objectives in regards to the Davians match our own and those of the allies who fought against the aggression of AURA at Voicon. Had the allies of Davia had just a bit more time, the less desirable parts of recent events could have been avoided. All things considered however, the majority of the Davian population is within the Allied oversight region which means we did reasonably prevent a Davian genocide which is what likely would have happened had the war continued. It’s worthwhile to mention, the Davians had three main systems, Voicon was just a trading hub, Saigon got split in two, and Anan is firmly in allied control." Commodore Olouchi used the holographic emitter to show the current state of the divided Davian Territories. It would be of specific note that the Allied portion of the territory, did mention that the allies consisted of the Nuclean Ecumene, Dominion of Risallas, IRS and the Annoliddan Inqusition. "Quite ironically this was a local affair between two groups of allies, but the AGA, one of the largest power blocs in the galaxy saw fit to get involved despite not being needed. On galactic news networks you may see some claiming that the defense of Davia was an AGA operation. It simply was not so, the allies of Davia all had local mutual assistance pacts with Davia and we acted accordingly."

With that final statement Commodore Olouchi guided Admiral Einthe and Adele Velarda back to their vessel. History would note that most of the conversation enroute was topical, minor questions of culture and the culinary differences between the UWA and the RD. It was the cost of small talk that occurred after a successful first contact were both parties emerged with a reasonably positive perception of the other. As if to highlight cap off the meeting when the UWA representatives returned to their shuttle they would find two complementary crates of Parrivat ingots as a sample of the material with the aim being to encourage a trade arrangement and two twenty-pound hermetically sealed boxes of loose leaf Migaanwe Niranhl with the dangerous compound removed for both the UWA’s safety.
Farewells were said and the bay cleared, within moments the UWA shuttle was headed back to its ship and the two parties parted ways. This meeting would certainly be of benefit to the Askandar pact. As the damaged freighters finally moved under their own power and his task forces headed to their final destination, Commodore olouchi began the work of preparing a double set of reports, one for the Dominion’s Naval command and another as per agreed standards for the Askandar Pact. At the border of the Forlorn Spiral and the Avarian Front.

The Saavedra and the Sáez cruisers sailed through space towards the region of space known as the Forlorn Spiral. It had been a long journey, even with warp travel. They were escorting the thin but long-bodied Cambeiro diplomatic ship. They were hoping to meet other factions, most especially the Dominion. Hopefully, thought Admiral Fenenna Einthe. While she was a major officer assigned to minor task, she was looking forward to having her own success as the rest of the Admirals and Captains did on their journeys. While their ships travelled through the warp, the Admiral took care to prepare herself, brushing her long gray hair while her XO helped her by preparing an extra uniform and her jacket.
Special taskforce Twenty-one Thirty-four was quite busy, a recent Irdan cartel attack had been fought off with no casualties but several cargo vessels transporting hazardous waste away from an earlier encounter with another species had been badly damaged and were leaking. The incident in question involved a space faring species known as the Galbarians were dumping nuclear waste in a solar system near a primitive sapient species whose technological advancement was roughly equivalent to Earth’s own medieval age. Just a few weeks prior, the Commanding officer of the taskforce, Commodore Olouchi E. Seniin, had through a mixture of gunboat diplomacy and a promise of getting assets to take the materials away at no cost to the Galbarians so that they could be properly disposed of. However somehow the Irdan Cartels had taken note of the hazardous waste convoys and mistaken them for weapons grade radioactive materials and decided to attempt raids on the convoy routes. Today, Commodore Olouchi watched as XPI troops boarded the stricken freighters to assess and install containment features in the hopes that the freighters could move under their own power or at worst be safely towed. The twenty-four ships under Commodore Olouchi’s command were arrayed to make a defensive perimeter and were composed of three destroyers, five frigates and ten corvettes, in support of this were four recovery vehicles and two medium-weight towing vessels. Inevitably if anyone came knocking they might see this operation ongoing and would detect the radiation hazard warnings being broadcast for the safety of passers by in galactic standard.

The UWA fleet was beginning to leave the warp they used for FTL. But as they did, their lead ships began detecting foreign ships arranged in a manner that reminded the Admiral that there might have been a hazard. She hoped it was just that and not a trap and ordered her ships not to engage and to keep their weapons down as they waited for their ships to leave the warp. Her ship however was the first to leave, her mighty Saavedra then sending out a ping towards the ships they detected earlier!
Within the command information center (CIC) of the RDNS Luxor, Commodore Olouchi looked over the live reports of XPI teams surveying the damage and the sensor readings of the radiation leaks and other relevant data regarding the damaged freighters. It seemed that the Cartels had tried to board, but the intense radiation overcame even their combat-rated EVA suits. Most of the dead aboard were the cartel’s marauders mingled with a small number of the ship’s crew who were unlucky enough to be outside the safety modules on the vessel were either caught unawares or clearly had intentionally vented the ship’s radioactive materials internally in acts of self-sacrifice to save the rest of the crew. The Dominion’s XPI troops were equipped to handle the worst environmental conditions including extreme radiation, for them the real task was verifying the threats were neutralized, getting to the ship’s safety modules to see if anyone survived and sealing and containing any and all sources of leaking radioactive materials. As this went on Commodore Olouchi noticed the sensors were picking up something approaching, this fact was conformed by a sensor tech who highlighted that a vessel of unknown classification and origin had just appeared and it seemed to have others in the process of FTL emergence with it. The commodore gestured within the tactical holographic display to enlarge the sensor data and visual images of the new arrivals. The computer system that managed the display indicated that the vessels didn’t match any known species thus far.
“Hmmm well now, this is quite interesting but a terribly sordid way to make first contact..” Commodore Olouchi nodded to a communications officer off to his right, and a message was sent to the new arrivals in galactic standard language.
<” Greetings fellow travelers, we are the Risallas Dominion, we offer you a guarantee of safe conduct if you will do the same. Please be advised that we are containing a major radiation leak on several damaged freighters, please do not cross the containment line as marked by the buoys.”>

"Ah. They spoke in the standard language of the galaxy. Very well. Let us proceed." She stated before her ship slowing down and showing to them her starboard, giving them a good view of her deactivated weapons but still active shields. She started to address them with another message. "We are the United Worlds of Alondra. We thank you for the advice and for the guarantee. The one in command of the fleet approaching this sector is Fenenna. I hope you do not mind if I was not alone. While we may do as you suggest, perhaps there is something we can do to assist you? As a United Fleets warship, we may have something on board to help deal with the radiation leak."
In contrast to the UWA vessels the dominion vessels present showed no signs of being armed, if a scan of the vessels was attempted it would prove inconclusive if not outright confusing, the Dominion contacts where clearly there but the scan was revealing no useful information and what little sensor returns they were getting were garbled...it was either purposeful electronic warfare or some form of stealth in play. At a glance the effect wasn’t malicious, it was just present and the Dominion clearly knew about it.
<“Ah, we have actually heard of you, the Davians sent us data recordings of your encounter as we are one of their major trading partners. We take no offense at you not being alone, the unclaimed tracts of space in the western side of the galaxy are somewhat dangerous thanks to criminal activity which makes it wise to travel in groups as normal procedure. Thank you for your offer, fortunately this problem is contained, but you should have seen it a few hours ago, where you are now would have had you awash in Chernov particle radiation. We’ve gotten this mess cleaned up to a point that’s it’s the ships and immediate vicinity, in about an hour well be dragging these ships out of here so they pose no threat to the nearby trade lane. Given that this is first contact perhaps our representatives can meet?”>

"Very well then. We will send a representative to speak to you. I hope you the best and I pray the leak will be dealt with before the trade Lane is affected." The transmission was then cut before another transmission replaced it. The transmission was as followed. "Greetings. I am the executive officer of Admiral Fenenna. I hope you don't mind. She will be on her way to your ships to meet you personally."
A Middlesex class gunboat maneuvered out of the encircling line around the stricken vessels and moved clear of the radiation. The vessel engaged its hazard emitters to indicate that it was prepared to receive guests via small craft and it began using its vectored thrust systems to maintain it’s position. The vessel had no shields active and no weapons armed that could be detected. Granted that the dominion almost always had their weapons in retractable mounts that when deactivated were flush with the rust-scarlet coloration of their hulls making it hard to tell they had weapons at all. This design standard had lead to the habit of offering ‘safe-conduct’ which was more of an honor-bound thing, the Dominion ensured that they would make no hostile action if the other side agreed to the same thing.
<”That is acceptable, the RDNS Cairo, has moved outside the radiation drift zone, and awaits your delegates. Please heed the holographic guides for your craft, localized flight traffic control will transmit the landing instructions.”> As the communication was being sent a select number of crew aboard the gunboat prepared for the guest’s arrival while an honor guard of XPI troops positioned themselves in groups of three for the arrival of foreign guests taking up tactical position while attempting to not be threatening to the guests. The commodore had clearly opted to err on the side of caution given the UWA’s prior encounter with the Davians, he expected that there might be some interesting questions due to that and the current state of affairs between the Davians and AURA. These were questions he was prepared to answer which might help the UWA make a fair and unbiased decision.

The UWA craft then made her way towards the RDNS Cairo while the rest of the UWA fleet remained away from them, also standing their weapons down but keeping their shields up. After a few moments, the craft managed to stop and connect to the Cairo. Once that was confirmed, the XO sent to meet with the Dominion prepared herself as she waited for the ship to open up so she can enter the Cairo with her guards.
Also, with her was the Admiral. The XO wore a darker uniform than her superior officer. She also wore a deputy’s badge while her Admiral wore her personal 10-pointed star badge on her collar. The UWA waited and waited until their craft opened up to let them enter the craft of the Dominion.
Once the UWA representatives disembarked form their transport craft they would find the air in the shuttle clean and devoid of the more common and expected aromas of a facility designed to launch and recover small craft. Overall this portion of the bay which was separated from others by pressure tight folding doors was large but not cavernous enough that one felt small within. The décor was spartan simply because this space was at times open to space and a stray tool flung loose during depressurization or a hard landing could kill faster than someone as fast as exposure. Everything that might have been a trip hazard had been secured to the rear corners of the bay behind still-raised collision pillars. If the UWA representatives looked closely they light find all the materials were stacked in such a way to make hiding behind them impossible. Although this was standard procedure it also hopefully conveyed the lack of duplicity present on the Dominion side of this meeting. There at the end of the bay waiting for their departure where two officers, Commodore Olouchi, and Commander Imari. The normal uniform for commanding officers in the Dominion was black with a gold trim. As per wartime protocol insignia indicating rank was minimized leaving it a near mystery until one of the two introduced themselves. Fortunately, the new arrivals didn’t have to wait for the Commodore to clarify by way of a hovering translator device no larger than six inches in height comprised of two counter-rotating tetrahedrons with a pulsing light emitting from between.
<”It is a pleasure to meet you in person, we do apologize for the clutter.”> Commodore Olouchi gestured to the fact that this bay had obviously been hastily but efficiently cleared for this meeting shortly prior to the arrival of the UWA personnel. <”While the Dominion prefers peaceful and friendly contact with peoples all over the galaxy unfortunately you caught us during a neighborhood cleanup. I am Commodore Olouchi, and this is Commander Imari..”> At the mention of his name Commander Imari politely did a polite half-bow in respect to the guests and commented. <”It is a pleasure to meet your people, I hope that we can come to a jointly beneficial agreement today.”>

The XO bowed but the Admiral simply saluted the man and she spoke in her best tone using the common galactic language. "I thank you. And there is no need to apologize for your own ship. It is a pleasure to see you too. " She then nodded to her XO who then said, "I would like to introduce my Admiral to you again. She is Fenenna Einthe. I am Adele Velarda. I hope we came just in time to establish a friendly relationship."
<”Any time is a good time for peaceful meetings between nations, given the state of affairs in the galaxy. If you’ll come with us we have a adjacent room with appropriate seating and light refreshments so that we can conduct this meeting in comfort.”> If the guest allowed they would be guided into an adjacent room which had been quickly cleaned up and neatened to allow for foreign dignitaries. The layout was simple, eight chairs around a rectangular hardwood table with a modest sampling of light food and refreshments arrayed in the middle. If any of the UWA representatives took note of their surroundings in detail they would see that paneling had been placed to mask the utilitarian appearance of starship so it looked more like a room planet side and less like one on a small warship. The table itself was made of a form of hardwood where the grain took on an odd zigzag pattern alternating dark mahogany tones while still being perfectly smooth to the touch and finished to a point that it was so smooth it would resist casual wear and tear with ease. It was clear that the Dominion was often prepared to encounter new species as all this must have been stored aboard and this room dedicated for just such events as were happening today.

The two dignitaries were amazed by the set up. They never expected the Dominion to be this prepared to welcome new comers to their sectors and to the rest of the Galaxy. Despite all this glory, the officers focused and found their seats but refused to sit down until their hosts would say so as the Admiral also asked their host "I was also wondering if you would not mind if we record our discussions once we begin."
“Please have a seat, and you may record this event as you see fit. Most species around here record their first contacts as standard procedure because it’s an important historical event.” The Commodore and the Commander both took their respective seats and a staffer who was present to handle the pouring of beverages placed a cup of blue-colored tea in front of the Commodore and something that by aroma smelled like coffee but was far more aromatic and herbal in front of the Commander. After this the staffer inquired as to what the UWA representatives would prefer from a list of available beverages. It seemed that the Dominion had gone to the trouble of making the menu in galactic standard also. “With exception to the tea I’m drinking the beverages on the menu are deemed safe to about ninety-three percent of the galaxy’s species, this tea on the other had is something you have to work up an immunity to.” Commodore Olouchi stated while stirring the tea causing its colors to form darker swirls somewhat resembling the swirling clouds on a fast-moving gas giant.

"I think I'll have some water and a small cup of that juice you have there. Other than that, I am fine." She then turned her attention again to her hosts and said "Yes it is historic, Thank you for allowing me to. Shall we begin then?" She then took a small holographic device from her pocket and placed it on the table and pressed it, causing a small hologram of the UWA and its planets to show up for all.
With the request for a serving of the tea in question, the Commodore gave a non-verbal cue to the staff member who was serving refreshments to go ahead, this of course meant it would look the same, but be a nearly exobarridum-free version of the same tea he was having so that there was no risk of a medical malady. Unfortunately, this would make the taste less sharp, and there would be less caffeine present but other wise it’d be a smooth drink that somewhat resembled a mix of vanilla, pineapple and tamarind all with a black tea aftertaste.
“Certainly, I would be more worried if no one was recording this event. But yes, let’s begin, as a matter of tradition and goodwill; I have here a copy of the galaxy spanning maps provided to the Dominion by the Union of Worlds. They cover the national territories of most nations as well as where major hazards, neutral ports and major trade lanes are located. The should be of use to your people in fostering fruitful diplomatic relations as you explore this galaxy.” A copy of the three-dimensional holographic map was presented to the UWA on a pair of dark amber colored crystalline data rods with adaptors for several forms of computer. The rods sat in a finely carved wooden box made of a wood of unknown origin with lustrous grains that zigzagged almost like a strange tiger’s eye stone. Of course it might not be noticed at the time or for some time after that the Dominion’s location on the star charts was politely omitted.

The UWA main representative was amazed to see such technology used to display the galaxy maps she sorely needed. While she was sure her country was getting more maps than they need, it would be nice to have something redundant so they could confirm it across documents. On the one hand, she'd appreciate this. She smiled and said "Thank you. It's my pleasure." She then turned her attention to the tea and sipped from it. She liked it immediately, licking her lips gently before she stated to her hosts "Not bad! If anything, I'd like to make my own tea out of this when I get home...if you'll allow me!" She then returned to the conversation and spoke "Anyway, here I present to you the official documents for non-aggression and friendly establishment of relations." She produced two digital documents from her own case and handed it over to the host.
Commodore Olouchi looked over the documents finding them at a glance to be albeit worded differently up to par with the galactic norms for a Non-Aggression Pact. At the same time Commander Imari read the documents in detail just to verify that the terms were acceptable and nodded to the Commodore indicating that they were safe to sign. “Most certainly, I can provide you with a box of this as a parting gift regardless of the outcome of this meeting. Also, we find the terms in your proposed non-aggression agreement acceptable.” On behalf of the Dominion of Risallas, Commodore Olouchi signed the NAP agreement, and passed it to the Commander who signed as a witness, the Document would be passed back to the UWA representative for signing as needed to ratify it. “If you do not think it an issue, I am curious to learn about your culture and your nation’s priorities.”

The representative accepted it and took it into her hands, signing it. She then placed it back on the table and stated to him "Our priority is to explore and to see if our systems can be protected. We need friends. On the other hand, our culture is dominated by the three greater majorities. Humans, Alonsenai and Syrans."
“That is quite a reasonable thing to seek, I suspect you will find that as long as you approach those you meet with the same consideration you did when you encountered us you will make quite a few friends and allies.” Commodore paused to sip his tea, the pungent after taste coming seconds after the combination of aroma and fine sweetness had passed. He continued his statement offering a perspective on the Dominion in trade for the UWA representative’s straightforwardness. “The Dominion of Risallas, is a nation that values the rule of law and the maintenance of order. In the region of space, we originate from which is called the Qorochiroq cluster, we are the only organized nation for parsecs in any given direction. This is not due to any action we have taken but rather that we colonized in a stable island in the middle of some very dangerous galactic topography. Much like your nation the Dominion is not comprised of one species, I myself am Itanyi, Commander Imari here is Atrean, in addition we count the Malik and a number of artificial intelligences who have proven themselves sapient as members of our nation with equal rights and standing.” The commodore paused long enough to finish his cup of tea. The staff in attendance refilled it and as that was happening he added a bit more to his preceding statement. “To put it at it’s simplest, the Dominion is a Thaminocracy and so, we maintain a set of ideals that are as rugged as our engineering.”

The Representative faithfully listened to him speak until he was done. When he was, she replied
"I see. Our faction, on the other hand, tries its best to be as democratic as much as it can. However, it can be a problem when we are facing our more extremist parties as well as rebels on Satembi. I do beg for your consideration, I'm so sorry." She then paused for a moment and said "If I may ask a question, I am curious to know about your faction, if there is any conflict in which you are involved yourselves?"
Commodore Olouchi noticed the flustered nature of the UWA representative and politely acquiesced to her statements and indicators of her emotional state. “No, it’s not a problem at all.” As she posed her question The Commodore was ready with an answer that was truthful and straightforward. “At the current time no, the Dominion is not engaged in any conflicts. However, this is not to say that we have not been involved in such. At one point by limited terms we were involved in the war between the APP and AGA because the APP had a super weapon capable of destroying solar systems from afar. This device offended our collective sense of order and civility as it allowed for one people to destroy as they saw fit with no means to evacuate civilians." Commodore Olouchi finished his cup of tea only to have it filled just a few seconds later and he nodded to the UWA representatives indicating that there was more. “But that was not the first agreement…” With a sweeping gesture the room darkened showing the union’s map of the stars with an area highlighted, the area increased in magnification until it finally showed the systems that held the Crucible and facilities of the Rubikon. “It is there that the best and brightest of the Dominion finally cut their teeth against an enemy set on galactic subjugation. That was earliest time we fought for the galaxy…regrettably the Ancerious Galactic Alliance let our temporary agreement to remove a galactic threat expire after the battle.” Commodore Olouchi gestured as the holographic effects faded it was quickly replaced by that of the more recent battle to defend VoiCon within the Davian Empire. The battle did not need narration as it was a simple attack by a foreign power that was interrupted by an even greater foreign power destroying everything. He looked to the UWA representatives and stated quite frankly without nuance or any semblance of diplomatic game play. “So, with all that said, and that the Dominion is at peace now that it’s agreements are settled. I should state that we do also have an alliance with several local powers via the Askandar Pact, but otherwise, there has been no open combat for a fair amount of time. For this we are grateful; while we are not afraid of war, we do understand that for the most part it is only as a last resort."

"Very well. Concerning the Askandar Pact, the UWA is interested in joining it if this is acceptable. On the other hand, we're trying to make sure it isn't a threat to us." She then added "We also would like to admit that we may or may not be vulnerable and I trust you would not let this work to your advantage against us."
“Fortunately, the Askandar pact isn’t that sort of political power bloc, it was formed with a basis on mutual defense and international cooperation. Offensive combat actions are an absolute last resort against major threats. The Pact was formed because the Andracken through actions and their public statements made themselves a noticeable threat to the safety of the region. Fortunately, no conflict has resulted from that and as of this moment the danger was resolved via negotiations. Since you are clearly people of peace, I do not see any reason the Pact would object to your admission. The Dominion is one of the founding members of the Pact and we can forward your request and arrange for a formal meeting if you desire it.” Commodore Olouchi sipped his tea and continued in reference to the UWA representative’s second statement. “As far as we are concerned, no one outside of this room will ever know you mentioned the possibility of vulnerability.”

My mandate from the Secretary, who acts often in the name of the President and Vice President, was to see if I could meet a member of the Pact and thus bring the UWA into a meeting with them in order to see their chances and to find out more about you and your allies. We don’t mean this against you but if you wish, I am willing to be your hostage until you are willing to trust us."
At the mention of taking a hostage just to ensure further diplomatic negotiations and contacts Commander Imari gently put down his beverage and let the UWA representative to complete her statement before responding. “We don’t do that, taking hostages as a guarantee of diplomatic relations I mean. As far as we know you have a clean record, which means we have no reason to believe that you would break your word.” Commander Olouchi added in his own sentiments before Imari could continue. “After all, this meeting has been quite productive, I don’t think it’s in the best interests to mar it with actions that could be seen in a bad light by either side. While I admit I do not know how your people view hostage taking, but we don’t approve of it simply because it is seen as a form of extortion which is quite illegal.”

"I see." She said, calming down and putting whatever was in her hands down on the table. She herself said "In that case, I take back what I said. I---" A communications device in her pocket interrupted her by ringing loudly. She excused herself and stood up and took the call and conversed quietly for a moment. Then she stopped it and put it back and told her hosts. "Forgive me. It appears that I might be recalled by my government. Is there anything you'd like to propose?"
“I do hope that call isn’t bad news, it would be a shame to punctuate this meeting with that. As for other proposals I do have one other to offer.” Commodore Olouchi paused to politely decline another cup of tea before continuing. “Perhaps we should discuss the potential for trade between our nations, that usually is one of the few cornerstones of a long-lasting state of peace between nations. As you saw with the box that held those data rods the Dominion is in possession of materials that cannot be found anywhere else in the galaxy and cannot be molecularly replicated. Is there is something your people need or desire in the form of a material or as a solution to a problem?”

"Well, we could certainly use some new materials for ship building and, also to reinforce the structures we create for our people to live in." She then answered her host about the news "On one hand, it's just a normal recall. I believe High Command has something incredibly sensitive to tell us."
Commander Imari fielded the mention of a need for materials. "That is something we can oblige, there is a material we have access to that is good for both applications. It is useful because it's not conductive, and has a high tensile strength, though it's molecular structure does add some bulk over materials like titanium, aluminum or steel compounds." With its mention, a holographic projection of the material in use in rigid and semi-rigid structural components. "More often than not Parrivat is used as the core of a coated structural member because it's failure rate due to stress-fatigue is incredibly low." Commodore Olouchi took advantage of the Commander's pause regarding the discussion of a trade-worthy material to respond to the mention of a recall. "Certainly, we won’t pry into your internal matters, it is preferable to have a recall for a urgent but peaceful reason than the alternative."

The Representative was surprised. They would let her go back this easily then. She nodded at what Imari said. She then told them
"I thank you. I hope to remember what you did for me. I am honored to have met you, Commander Imari. Commodore Olouchi..." She nodded to him. "I'll be sure to return to continue our talks once I am able." She stood up and said about the material "Interesting. But again, we can discuss this later when I come back. I am so sorry."
"Certainly, if you ever need to contact us, we won’t be that hard to find, a garrison of our troops is involved in the Davian peacekeeping operation. That's the easiest point of contact, and the most visible.” Commodore Olouchi politely replied before standing up. “I do hope that you have a safe and uncomplicated return trip.”

She stopped, that bit of news was a complete surprise. She then she spoke out. "Wait please. The Davians? How...what? Why are there peacekeeping operations? Are you suggesting that they were...defeated?"
Olouchi was surprised that the UWA representative didn’t know what had occurred. It was on the galactic news outlets and was part of countless pundit’s talking points at this time. The Commodore came to a single conclusion as to why the UWA didn’t know, they might not have access to the galaxy network yet, but still the phrasing of the news had to be handled delicately.
“The defeat of the Davians is still subject to debate. If you believe AURA, they obliterated the Voicon system and aggressively negotiated after the fact. In reality, no one actually won the battle or the following armistice talks. The battle itself was less than an hour old when a vessel identifying itself as the Azores appeared and told everyone to leave the solar system in a set amount of time…” Commodore Olouchi brought up an three-dimensional holographic image of the nakai vessel that announced itself as the Azores. “That vessel by itself, was leaps and bounds ahead of any technology any of the belligerents possessed, it destroyed the entire solar system and anyone unfortunate enough to loiter too long in it. After that both sides agreed to Armistice talks which saw Davia effectively split into two zones one overseen by AURA, and the other overseen by the allies of Davia. The agreement spared Davia the risk of annihilation and potential genocide and set a five-year time table for their troubled nation’s rehabilitation after their past transgressions. It also put some limits on both sides and it hamstrung the Andracken as well. The Davian state on the AURA side is likely to be effectively erased, on ours it remains, but progress on helping the Davians help themselves is slow.” With that Commodore Olouchi paused to phrase a reiteration of a critical point. “It is the Dominion’s current viewpoint that, since there is a Davia at all, and that the nation was not conquered and has a decent chance to return to the international community, there was no defeat…more or less a stalemate.”

After the story was told, she told her own. "In this case, I trust you. Our faction has been doing talks with the Davians some time ago. However, we suddenly realized that they went dark. We tried to connect to any existing universal network encompassing the galaxy but not to our advantage. Only now I could confirm at your word that the Davians were...unfortunately divided. We were originally going to offer evacuation of their people and we had preparations to rehabilitate them. But it seems it's late. With their system destroyed, I am afraid our faction may not do any more to help or go against them. I trust also you would not use this against us because we spoke to them in a friendly manner."
"Certainly, we can understand your position and I thank you on behalf of the Dominion for your faith. Your objectives in regards to the Davians match our own and those of the allies who fought against the aggression of AURA at Voicon. Had the allies of Davia had just a bit more time, the less desirable parts of recent events could have been avoided. All things considered however, the majority of the Davian population is within the Allied oversight region which means we did reasonably prevent a Davian genocide which is what likely would have happened had the war continued. It’s worthwhile to mention, the Davians had three main systems, Voicon was just a trading hub, Saigon got split in two, and Anan is firmly in allied control." Commodore Olouchi used the holographic emitter to show the current state of the divided Davian Territories. It would be of specific note that the Allied portion of the territory, did mention that the allies consisted of the Nuclean Ecumene, Dominion of Risallas, IRS and the Annoliddan Inqusition. "Quite ironically this was a local affair between two groups of allies, but the AGA, one of the largest power blocs in the galaxy saw fit to get involved despite not being needed. On galactic news networks you may see some claiming that the defense of Davia was an AGA operation. It simply was not so, the allies of Davia all had local mutual assistance pacts with Davia and we acted accordingly."

She made a sigh of relief. She then said "Ah. Good. Thank heavens. Very well then. I really must take my leave soon. I swear I will see you again!" She said so with a great smile and a strong voice
With that final statement Commodore Olouchi guided Admiral Einthe and Adele Velarda back to their vessel. History would note that most of the conversation enroute was topical, minor questions of culture and the culinary differences between the UWA and the RD. It was the cost of small talk that occurred after a successful first contact were both parties emerged with a reasonably positive perception of the other. As if to highlight cap off the meeting when the UWA representatives returned to their shuttle they would find two complementary crates of Parrivat ingots as a sample of the material with the aim being to encourage a trade arrangement and two twenty-pound hermetically sealed boxes of loose leaf Migaanwe Niranhl with the dangerous compound removed for both the UWA’s safety.
Farewells were said and the bay cleared, within moments the UWA shuttle was headed back to its ship and the two parties parted ways. This meeting would certainly be of benefit to the Askandar pact. As the damaged freighters finally moved under their own power and his task forces headed to their final destination, Commodore olouchi began the work of preparing a double set of reports, one for the Dominion’s Naval command and another as per agreed standards for the Askandar Pact. Meanwhile Admiral Einthe herself Composed a message of her own to her command, it read; "Mission accomplished. We have one more friend out there in this lonely and interesting
