"Routine system checks clear." One of the station's terminal officers ended the diagnostics report.
This was like any normal day for the personnel of the RNOS Levi, a small orbital space station deployed in Gasanova, a small system just outside the IRS's borders. Three habitable planets orbited around a small yellow star, complemented with a number of gas giants, barren moons and the common asteroid field. Initially, the mission was to extend its early warning perimeter as the Second Ancerious War continues to escalate. But when the Levi came into contact with a number pre-FTL spacefaring local nations in the system, the opportunity that presneted itself mandated a new mission as well; to facilitate geopolitical relations with these nations through various economic and military levers. The Levi soon became something of a trading post in addition to its function as an early warning station, a hub for merchants and military contractors from the main IRS territories to sell goods and surplus weapons to the locals.
The peace of the command bridge however, was not to last, as red flashes appeared on the terminals, blooming and ripplings indicating a sudden ripple in the local fabric of space-time.

"Entering unknown system now, Admiral. The Ancerious Network seems to identify this system as the Gasanova. Should we disable our weapon systems and identify ourselves as a military convoy?"
"Yes. On the other hand, I want all ships to stick close to one another and for messages to be sent back to the UWA in case things go down badly."
"Very well, Admiral. Proceeding as instructed." Stated the XO before she departed from the Admiral. The Admiral then sighed as she lifted her robotic hands to her face. She looked at them for a while before she dropped them to her sides and waited for her convoy of 5 destroyers, 2 cruisers and several unarmed ships, both civilian and military, to make it out of the warp in space.
"Captain, what are your orders?"
Captain Arbales assessed the situation. The unknown military convoy could be considered small, yes, but here in this system where there was only a small fireteam of 20 IRS cruisers, destroyers and frigates to protect the Levi the convoy was a relative threat. But upon warping into space, they had disabled their weapon systems and, after a slightly lengthy procedure done by the station's AI to decipher their broadcasted signals, identified themselves as military ships. Arbales's judgement deemed them peaceful and honest. Perhaps they could be welcomed, and meet with his boss for a first contact.
"Unidentified ships, remain where you are and keep your weapons disabled. State your nation of origin and purpose in this system," Arbales typed a text and sent it to the unknown convoy.
The admiral sighed again as she had to deal with first contact procedures now. She stated as a reply
"Hello. My name is Admiral Kolchakia. I represent Convoy 92 and this belongs to the United Worlds of Alondra, the United Fleets."
She then continued
"Our purpose was to explore and encounter other factions. We were instructed to be the first to make relations with others and ensure friendly dealings for both civilian and military groups."
"United Worlds of Alondra, hmmm...." Arbales let out an audible, dragging groan.
"A newcomer eh? Well, the Diplomat would certainly be interested." he continued on, signalling to his comms officer to notify the Diplomat's office of the ongoing situation.
"Welcome to Gasanova, Admiral. I'm Captain Arbales Von Kesamarr from the Interstellar Republic of Singapore and I'm in charge of this observatory station. This system is technically neutral space, but it lies within our sphere of influence and our early warning perimeter. Without further ado, you are invited to dock and come aboard to conduct further negotiations with the Diplomat."
"Thank you, Captain Von Kasamarr. I myself will dock and come aboard to conduct further negotiations with you. Thank you so much." She said before terminating the transmission.
She sighed as she made her way out of the bridge, her XO following without another word as the crew started to prepare the ship for docking and boarding as the fleet also made their own preparations. The great ship of the Admiral slowed down so it could be the first to turn towards the station and head for it, making its way towards the docks.
The station obviously wasn't designed to hold grand receptions and welcoming parties for high ranking politicians. The docking bays' interiors were indeed spacious yes, but they were dull, steel gray and messy with trails of shipping containers and crates being transported to and fro - at the bottom there were crates carried by automated forklifts, and up above there were more crates being whisked away by electromagnetic monorails. And in the place of grand statues were the towering cranes that towed, dragged and lifted cargo to where they were needed. This was clearly a proleteriat's heaven, not the politician or the diplomatic envoy's.
"Admiral Kolchakia, welcome to the Levi," Captain Arbales bowed as she and her XO arrived and stepped out from her ship. A small contingent of IRS Marines saluted to her.
"I will bring you to see the Diplomat in his office. He handles the foreign affairs. If you are ready, please follow me." Arbales continued.
The Admiral nodded to them and followed them immediately, her guards following. As she proceeded, she asked her hosts "So if I may ask, to what Bloc do you belong to?"
The hosts could also clearly see that she was wearing leather gloves. Her guards wore brown uniforms and sand colored armored vests for ammunition and other gear. On the other hand, they wore simple helmets.
Captain Arbales nervously adjusted the collar of his grey overcoat. "Well, looks like you caught on to the 2nd Ancerious War pretty quickly huh?"
"We are aligned with the Ancerious Galactic Alliance, or the AGA for short. The APP gave backing to our nemesis, the Separatist Union of Marxist States, and directed them to conduct a surprise invasion on many of our colonies here. The death and destruction they caused cannot go unpunished, and that is why the Republic is at war with the APP on the AGA's side," Arbales continued. As he finished answering the Admiral's inquiries, they had reached the doors to the Diplomat's office.
"The Diplomat will take it over from here and oversee the negotiations. I have to return to the command bridge soon and resume my duties as the station's Captain. With that, enjoy your stay," Captain Arbales bowed before heading off to the bridge along with the Marines that accompanied him.
"Very well. Thank you." Said the Admiral and watched him until he left for the bridge. She then looked for a seat as her guards stood at rest. She took off her leather gloves and put them into her pockets, sighing afterwards as she waited for the Diplomat. She thought about what they said. The Separatist Union of Marxist States, huh? That seemed very interesting. A foe for us as they are a foe for the Singaporeans then."
She looked to her guards a while then turned her attention back to waiting for the Diplomat. She said to herself
"I am glad that things went well...without any fighting for now."
The doors were opened, revealing a greyish-white office interior. It was minimalist in taste, furniture was scarce apart from a set of matching white tables and swivel chairs. A smooth glossy black desk, surrounded by a perimeter of holographic data terminals, occupied the space at the end of the room.
"Welcome, Admiral Kolchakia," the man in a black suit behind the desk greeted her arrival as he switched off the data terminals, the floating holographics around him slowly disappearing one by one.
"I am Diplomat Jun Jya and I represent the Interstellar Republic in these parts. Please make yourself comfortable," he introduced himself as he gestured towards the chair in front of his desk.
The Admiral nodded to the warm but formal reception and sat down as did anyone else who came with her.
Once she felt comfortable, she smiled at the Diplomat and said "Thank you for the warm welcome. It's a pleasure to meet you. Oh, do forgive me." She said as she stood up again and offered to shake the hand of the diplomat.
"Pleasure's all mine," Jun Jya shook her hand. "So to get things started, how long have the United Worlds of Alondra been in this galaxy? What brought you here?"
"We're fairly new, actually. We started off as the UWA only after we abolished slavery and defeated the kingdom that came before our democracy. What brought us here on the other hand is our need for allies and security in the galaxy from the wars being fought."
Jun Jya's eyebrows cocked upwards. A democracy? He thought to himself. His previous relaxed posture stiffened slightly, becoming subtly more cautious.
"I see. As for us, our Republic was founded to unite a humanity embroiled in civil wars and ethnic conflict. The hard earned stability our forefathers achieved allowed us to expand peacefully across the stars, setting up colonies even in faraway places such as the Ancerious Galaxy. The colonies you see here today have been here for at least twenty years, and well...hopefully even with the war we can still stay longer here."
"And speaking of that, I should give you this." Jun Jya fished out a flash drive and handed it to the Admiral. Inside it was the IRS's latest updated map of the galaxy along with geopolitical information such as major power blocs, latest warzones and areas of incidents. Attached to the map was also a file containing the basic political, social and economic data of the Republic, though details about the true nature of its government structure has been deliberately made vague.
"Given the state of the galaxy right now, the United Worlds of Alondra could use a little intel so it doesn't get caught up in things it does not want to."
The Admiral was very pleased visibly to have obtained such a valuable device containing such Intel.
She immediately accepted and thanked him. She then said "I wonder what I could do myself to repay you for the little Intel you gave me for my country to use. It's too kind of you, I admit."
"Think of it as a custom that has...pragmatic practicalities in consideration," Jun Jya smiled. "On one hand, its good to be transparent with knowledge and information especially about vital things like culture and ideologies that can make or break relations. On the other hand, it is in our interests to exchange navdata with new contacts such as yours so both parties know where each others' territories are; thus minimising border and territorial conflict. Knowing which major faction is in which power bloc is also important. If you didn't know, you could end up making first contact with an APP member, let's say, the Capitol, and when you mention the current war to them they could just hide the truth of their allegiances and dupe you into being a client state of the APP and become a target for the AGA powers."
"Speaking of payment, you mentioned about the need for allies and security yes? Well, coincidentally the Republic has been seeking to expand its foreign trade in order to strengthen its economic security in these times of war. Maybe, we could discuss on how to start a working trade relationship. Trading in the Republic's territories requires a simple trading permit, one that I have the authority to grant immediately. But I am not sure how foreign trading works in the UWA, perhaps you could elaborate a little on it?"
"Foreign trade is, for now, encouraged. We need all the trade we could do and we would like to conduct trade with you freely. Of course, we will not trade with you anything that may endanger us or compromise you."
Jun Jya typed down notes in his tablet computer. "Looks like we got trade down. Our economists from both our nations could probably sort out the finer details; like tariffs and currency exchange. Relating to issues of the economy, the Republic also openly offers various loan packages for basic supplies and infrastructural development to any allied or neutral nations. I should disclose that these packages include a Non-Aggression Pact clause within them. Signing it makes you a party to an agreement that forbids A) overt or covert military actions against one another and B) direct or indirect social, ideological and political interference in each others' internal affairs."
"I am interested. I am however no longer authorized to conduct deals of the sort. I may have to get you in touch with our Secretary so she can handle loan packages such as this."
The representative then added "On the other hand, I was wondering if you could give us some information about any faction or alliance that may prove too hostile in the galaxy."
"Completely understandable. And yes, I could give you a few examples of hostile powers in the galaxy," Jun Jya nodded. He brought up the same galaxy map that he had gifted the Admiral and highlighted the APP nations.
"Generally, all members of the APP are considered a hostile bloc. They aim to remove the AGA, a power bloc established to promote greater intergalactic regulation and peacekeeping in the interest of stability and peace, so that strong nations can pursue expansionist policies. This view is essentially a galactic scale of evolutionary natural selection - the strong do what they can and the weak suffer what they must. And not coincidentally, the APP consists of aggressive and jingoistic nations."
Jun Jya brought up a profile of the Grand Empire of Capitol. "A good example is the Capitol. A totalitarian dictatorship that persecutes non-human species and subjects them to slavery, though not that their own human populations are treated any better - rather they are treated as mere resources either for the military or their industry. Previously they were the laughing stock of the galaxy with inferior weapons and technology but now with a new Empress and help from their allies they had since then drastically improved and proved to be an actual threat as a major military power in the war. The new Empress is charismatic and has a way around with propaganda, I would recommend you stay away from her and the Capitol as a whole."
The Admiral hated to hear about it and she said at the end of it
"We will. At your words, she seems....very open to the condemnations and hate of our faction. We would not want to deal with them just yet or still all. On the other hand, so this wouldn't be just an insult contest against them, I must say that I'd like to move this meeting over the matters at hand to a superior over me. Perhaps the Secretary would be interested to meet you or your superior after this one."
"Yes, perhaps a high-level meeting between your Secretary and our own Civil Administrator would allow us to better finalise relations. In the mean time, I'm sure the new trade links will be very much well-appreciated by our people," Jun Jya agreed as he typed in the last of his notes. "Anything else I can help you with Admiral?"
The admiral smiled and shook her head "No I don't think so. I'll leave the rest to my Secretary and your own Civil Administrator. Would you like me to schedule the meeting? Or would you like to handle it yourself?"
"Given the Administrator's busy schedule with the war and all, I think its best if we organise it," Jun Jya replied. "Thank you for sharing much with us today, Admiral. I look forward to a peaceful relationship between our two nations."
"I also look forward to it as well. May our factions grant great promises to each over over the course of time. And soon enough, though hopefully not necessary, should there come a time that a great enemy come against you or us, we'd stand together."
