Junior Fleetmaster Aelar sat within the personal quarters on his vessel, a Composer-class super cruiser named Composer's Hand. The vessel, along with the rest of the surviving vessels of the fleet, had recently left the now destroyed Voi Con system in Davian space, and now he had some business to discuss with his fellow nations on what do to going forward.
From his chair, he touched the solid holographic controls floating in front of him, creating a group of contacts, composed of himself and the commanders of the Anollidian Inquisition, Risallas Dominion, and IRS. Once this was done, he hit the button to call them, forming a holo-conference with all of them, with a text explanation along with the channel request saying "Greetings fellow commanders. I am calling this conference in order to decide what is to be done going forward concerning the Divine Davia Empire and their attackers. Please respond immediately if possible."
The sound of repair teams moving about was a constant distraction aboard the RDNS Baltimore but it was a sign that the vessel held up against the odds during the Battle of Voicon. More so, it meant that the vessel would be back up to full capacity soon enough given the state of affairs locally. When the communications request from the NE came in it was not unexpected. The After-Action report sent to high command by Vice-Admiral Taravis aside from condemning the actions of Captain Folami, which resulted in the loss of most of the 52nd Armada also covered the difficulties in continuing to support the Davian front as it stood. Inevitably the AGA nations involved in the battle needed to decide what to do next because there was no telling what the press would do once the battle’s events were reported. Vice-Admiral Taravis opted to take the call in his stateroom rather than on the bridge as the tactical holo-tank was out of action and the sheer number of repair techs present would make hearing the others likely to be on the call a bit difficult. Once the Vice-Admiral was in his stateroom with the hatch closed but not locked he took the call at his desk.
“This is Vice-Admiral Taravis, I am sorry for the delay in response but I am ready to discuss the Davian situation.”
What remained of the Inquisition defensive fleet under the command of Fleet Admiral Gelonis stationed at Voicon had made all necessary repairs to return to Annoliddan space as soon as possible. When the fleet admiral received the meeting request, he neglected to answer it himself once its purpose was realized, instead sending it up the chain of command.
The form that materialized in the holo-conference was similar to the annoliddan species that the other races had encountered, but its body was entirely mechanical in appearance, lacking any sign that it once was an organic being.
"Head Inquisitor Regeist, second-in-command of the Annoliddan Inquisition, reporting in. Let us talk."
"High Commander Klausstrum! Sir!" Fleet Admiral Marsha Lein saluted.
"At ease, Fleet Admiral," the High Commander of the IRS military forces stationed in Ancerious replied. "Status report."
"The new Hammer II-class cruisers have performed admirably in battle despite the enormous odds stacked against us. Unfortunately, we still took heavy casualties. Only 78 ships including mine made it out and even so most of them are heavily damaged. During the course of the battle, the Nakai showed up and demanded all parties to withdraw before destroying the entire system whole on the pretense of a Nakai weapons cache in the system. I will send you the full report of the battle shortly."
It was when Lein was summarizing her battle report when the Nuclean's Fleet master had called for a holo-conference. Lein took a quick glance at the message before turning back to face the High Commander.
"High Commander, my Nuclean counterpart has requested a holo-conference to discuss what happens next. Permission to carry on, sir."
"Permission granted. Have Chief Diplomat Kolsar to accompany you in the meeting so that he may advise you on our foreign policy guidelines. Other than that, you have pretty much free rein to discuss and propose any security solutions you deem suitable as DAVEFOR's commander."
Lein nodded in acknowledgement. The communication links with the High Commander was finally cut and the female Fleet Admiral signaled to her communications officer to patch her in into the allied holo-conference.
"Fellow AGA allies, this is Fleet Admiral Marsha Lein of the IRS DAVEFOR fleet. Our losses may have bought more time for the Davian Empire, but their aggressors will no doubt return to finish them off. We need to discuss and consolidate a security plan to deter such future invasions."
Aelar looked at the holographic images of the other three representatives, who had all thankfully answered his call. To the other callers, he sent a life-size image of himself, clad in the sleek and shiny power armor of the naval forces, with three gold stars emblazoned on his chest.
"Welcome friends and allies. As mentioned, I have called you to discuss the Davia situation. Currently, we have an offer of peace with the assembled enemy forces, who refer to themselves as 'AURA'. We can either decline and continue fighting or accept and figure out another course of action. If we choose the latter option, I propose allowing Davia to move their personnel and operations to our space, or suggest they move to one of your territories if you are willing. From there, we could help them rebuild, and suggest changes to help them improve, as well as protecting them from AURA using our established defenses."
Vice-admiral Taravis looked over a post-battle break down of events and within his projection the raw efficiency and statistical data of the battle was shown to all participants. “Given the nature of the battle that we all just faced, we are in a stable position to either accept or refuse this offer they have extended. As you all will remember, these people tried to extend this offer before the battle began, which does demonstrate their arrogance and aggressive nature. This nature which was analyzed by our T8 battle computers does not match their actual combat capacity. A long-term war for AURA would prove deleterious to the existence of their member nations.” Vice-Admiral Taravis paused for a moment to allow everyone else to recall the offer as made before the battle by ‘AURA’. “It then is no stretch of the imagination then to say that AURA is comprised of several clearly hostile nations which will likely try to make good on their threat of genocide against the Davian people. Tactically speaking allowing them to gain any new territory will cause greater problems in the long run for the AGA. It is…the Dominion High command’s opinion that stalling any agreement with ‘AURA’ now will buy time for moving the Davians elsewhere and leaving nothing for ‘AURA’ to occupy or capture.”
"Agreed Taravis," motioned Regeist. "There is enough conflict going on as it is without worrying about some petty power bloc claiming territory. For now, we should combat them with diplomacy, or rather a lack thereof for now." Regeist gave a wave of his hand, bringing forth a starmap denoting clear routes from the currently controlled Davian systems to the Hushniol system in Inquisition space. The map began simulating a massive movement of Davian ships and others into this system, and two others close by. "As for the Divine Davian Empire sect in Ancerious, I propose moving a majority of its population, if not its entirety, here. The exodus can be done in a timely manner, given proper clearance and support. From there, the Inquisition can subject them to our rehabilitation exercises, so that the mistakes made in the past are not repeated."
Kolsar, wincing from the pain of his broken arm that he sustained while onboard the ship during the heavy fighting, leaned closer to Fleet Admiral Lein and whispered into her ear. Lein nodded as he spoke, and then turned to face the allied commanders once again.
"The Republic stands with the Dominion and the Inquisition on this matter. We will not let our ally fall, but at the same time recognize that the Davians are no longer in the position to properly defend its remaining territories. We must cover their retreat and I suggest a two-prong strategy that encompasses diplomatic and military solutions."
A virtual map of the Davian Empire's territories came onto the display and is carved up into three zones.
"First, Davia should officially transfer sovereignty of their current territories and divide them equally to each of us and we will form a trizonal command to govern and administer our respective zones in a coordinated manner. I believe through this we will; (a) take away the enemy that AURA desperately seeks to destroy and (b) ensure that the Davian personnel and property can be evacuated safely to their secondary bases that they should be setting up soon. In fact, the Davians had not too long ago established a secret FOB near the IRS and this could be where the Davian Empire can rebuild their headquarters. Secondly, in order to deter AURA from attacking the Davian convoys, each of us would need to deploy as much troops as possible to form a significant joint military presence and cover the Davians' retreat. Once the evacuation is complete, AURA will have no Davia left to fight and thus they will withdraw under the impression that the Davian threat has seemingly disappeared."
"That is a solid plan. However, evacuating the Davians will take time, during which their systems can still be attacked, even if we own them. In fact, there is nothing stopping AURA from merely continuing their invasion. They have already demonstrated that they have more forces to send to this than we are willing to commit." Aelar replied "And our forces are taking a toll from the galactic war right now"

Vice-Admiral Taravis interjected while bringing up a current map of the voicon region indicating that Dominion assets with fresh reinforcements had moved back into the area right after the Azores had left. "...They do not control the battlefield and they did not win the battle as their objective was to conquer and they lost their prize. This can be easily politically played in the media as the defense achieving a pyrrhic victory against an absolute aggressor especially if their arrogant negotiations are included. Based on the actions of AURA and the destruction of a populated planet it will not look good for them even if they attempt to disavow the Ancient one's actions." Taravis added information on possible evacuation routes using little known 'black' trade routes in and near Davia's borders. "It may be wise to stall them with a set of terms that they would find galling basically forcing a state of delayed mediation while the known Davian state was evacuated and or seemingly carved up between allied nations. These routes are not known except very locally...they would not know to look for them or to patrol them increasing the chances of success."
"We could maybe use the Vaanitas's concept of honour to our benefit," Lein nodded as she considered the views of her other counterparts. "Have the Davians announce that they are retreating back to their home universe and the Vaanitas would perhaps consider it dishonorable to claim victory over a fleeing opponent. All while in actuality, the Davians are simply transiting through their home universe and then returning back into Ancerious via the failsafe wormhole that they set up near IRS borders."
"The black routes you speak of..." Lein turned to Taravis. "Would be viable secondary modes of evacuation so the Davians don't bunch up in one place and become a tempting target for AURA. And yes, anything that can buy the Davians time; stalling and etc. sounds right by me."
Vice-Admiral Taravis took note of the mention of the cultural concept of the Vaanitas's Honor by Lien. "That is a valid point, what exactly does the vaanitas’s and by extension AURA’s 'honor' entail? I can say it most certainly does not seem to match any aspect of my people’s definition of the concept. Getting them to define it in detail could be utilized to buy time."
"If they have any, it would be a false sense of morals they use to avoid facing reality." rebutted Regeist. "Regardless, using subterfuge is our only option so long as we want to avoid future conflict. As a contingency plan, should negotiations not stall them long enough, we must draw their forces in to a single point to avoid further casualties. I'm not saying we need a second Rubikon, only that we draw them away from the systems, a task which could be done with a mere token force of ships and troops, if any. Where and how exactly we deploy this distraction force is critical, as we want to entice them to enter battle without sparking an all-out war."
"Also," Regeist continued, pulling up a readout of Davian population clusters. "I want at least a fraction of the Davian population sent to Inquisition space. As healthy as it is for the nation to be allowed to prosper on its own, I would be failing my duties as an Inquisitor if they were simply left to their own devices."
Aelar looked over his own data readout of the Davian territory, then spoke "From the data we have, Voi Con was their major trade hub, and apart from their capital, one of the only systems that is not a resource gathering system. If this is correct, we can use one of these to draw them into battle, giving them little gain if they are victorious, and lessening collateral damage if we are successful." He paused, then moved on to the request from the Inquisition "As for wanting a fraction of their population, I am not opposed to it. Indeed, perhaps it is best if they divide their remaining fleet and personnel among our separate territories, and we can focus on working with them to develop better policies and methods of operation."
“Regeist makes a very valid point, up until this time the Davians have proved somewhat well hapless though it cannot be forgotten that they did fight with some ferocity in the most recent battle. Due to that I do believe the Dominion’s government has also decided to take in a portion of the population for potential settling in an interior colony region where it will be exceptionally difficult to locate them.” Taravis brought up information on Davian technology and equipment to solidify the point he was making. “Unfortunately, there is a cost to this, all of their equipment and vessels are not designed to handle the rigors of operating out there on the galactic rim, all of it’ll have to be either scrapped or completely gutted and overhauled. It is projected that it will take about thirty standard years at minimum to turn the Davians around and fifty years at maximum…those that go with the Dominion will cease to be Davians as harsh as that sounds. The alternative is far worse given what AURA most likely intends to do. Though speaking of AURA, I do wonder how they found voicon without any reconnaissance.”

"The Inquisition has discovered that, while outdated in some areas, the Davians technology is remarkably compatible with our own. During their reformation, we can share our support to reuse the Davian technology into a more suitable form. Also, being a race of telepaths, we can offer mental conditioning that would decrease the time frame of... indoctrination, as bad as it sounds."
"As for how exactly AURA found Voicon," he continued, "there are two possibilities: either the information was leaked due to carelessness or a third-party intervening, or they used old-fashioned reconnaissance and information gathering. Regardless, we should keep an eye on them to ensure these plans are not leaked as well."
“Very interesting, it seems we had the opposite issue, sheer technological incompatibility. We got around it by trading bare hulls for vehicles and vessels alike to the Davians. We should collaborate on the rearming of the Davians since we both seem to have some insight into their design practices.” Vice-Admiral Taravis paused for a moment considering another point to be made and how to word it through the translator so it would not be misconstrued. “I do believe that your offer is quite agreeable, as most of the Itanyi people are Imefakili to varied degrees with only a small minority not which left us with the old fashioned and slow ways of peacefully integrating willing entrants into our nation.” Taravis brought up a series of uncharted trade lanes and pirate FTL jump points across the west. “It also should be said that the we are willing to offer the use of our armed convoy assets to move whatever needs to be moved in the open and our blockade running assets when it needs to be done quietly to you and all other participants in this meeting to facilitate the maneuvers as planned.”
"We can also assist with the movement by providing transports for Davian personnel." Aelar said "And as mentioned, we can take in some of the Davians, although they would likely lose sovereignty for the time being if they do choose to come. In the meantime, though, we need to focus on stalling via negotiation and perhaps some distracting engagements if necessary. If we focus on moving their personnel and their already mobile assets, such as warships, and leaving a lot of the heavy equipment behind, we should be able to get them out in relatively short order."

When later pressed for an answer Vice-Admiral Taravis was perhaps the most straightforward about the matter when he said, ‘Either option is a bitter pill for the Davians, but with our offer at least the pill isn’t poison, which clearly is the case with AURA’s contemptable behavior.’ The actual final details of the plan remain heavily classified to this day simply for the reasoning that the defenders of Voicon realized that wars are not always fought on the battlefield some are fought in the media. Due to that I do believe the Dominion’s government has also decided to take in a portion of the population for potential settling in an interior colony region where it will be exceptionally difficult to locate them.” Taravis brought up information on Davian technology and equipment to solidify the point he was making. “Unfortunately, there is a cost to this, all of their equipment and vessels are not designed to handle the rigors of operating out there on the galactic rim, all of it’ll have to be either scrapped or completely gutted and overhauled. It is projected that it will take about thirty standard years at minimum to turn the Davians around and fifty years at maximum…those that go with the Dominion will cease to be Davians as harsh as that sounds. The alternative is far worse given what AURA most likely intends to do. Though speaking of AURA, I do wonder how they found voicon without any reconnaissance.”
"I believe we may help with that." Regeist modified the hologram showing the information on Davian technology, cross referencing it with his own. "The Inquisition has discovered that, while outdated in some areas, the Davians technology is remarkably compatible with our own. During their reformation, we can share our support to reuse the Davian technology into a more suitable form. Also, being a race of telepaths, we can offer mental conditioning that would decrease the time frame of... indoctrination, as bad as it sounds."
"As for how exactly AURA found Voicon," he continued, "there are two possibilities: either the information was leaked due to carelessness or a third-party intervening, or they used old-fashioned reconnaissance and information gathering. Regardless, we should keep an eye on them to ensure these plans are not leaked as well."
“Very interesting, it seems we had the opposite issue, sheer technological incompatibility. We got around it by trading bare hulls for vehicles and vessels alike to the Davians. We should collaborate on the rearming of the Davians since we both seem to have some insight into their design practices.” Vice-Admiral Taravis paused for a moment considering another point to be made and how to word it through the translator so it would not be misconstrued. “I do believe that your offer is quite agreeable, as most of the Itanyi people are Imefakili to varied degrees with only a small minority not which left us with the old fashioned and slow ways of peacefully integrating willing entrants into our nation.” Taravis brought up a series of uncharted trade lanes and pirate FTL jump points across the west. “It also should be said that the we are willing to offer the use of our armed convoy assets to move whatever needs to be moved in the open and our blockade running assets when it needs to be done quietly to you and all other participants in this meeting to facilitate the maneuvers as planned.”
"We can also assist with the movement by providing transports for Davian personnel." Aelar said "And as mentioned, we can take in some of the Davians, although they would likely lose sovereignty for the time being if they do choose to come. In the meantime, though, we need to focus on stalling via negotiation and perhaps some distracting engagements if necessary. If we focus on moving their personnel and their already mobile assets, such as warships, and leaving a lot of the heavy equipment behind, we should be able to get them out in relatively short order."
Most of the historical record of this holographic conference stops with the comment by Aelar, as a matter of brevity for historical texts. The formal record of this meeting would not become publicly available until a decade after the defense of Voicon. It is known that the conference went on for another four hours as the responsibilities of the plan formulated were delegated amongst the allies. It is interesting to note that no representative of Davia was present for the conference which would be ironic because the eventual meeting between the defenders of Voicon, and AURA also would exclude Davia. When later pressed for an answer Vice-Admiral Taravis was perhaps the most straightforward about the matter when he said, ‘Either option is a bitter pill for the Davians, but with our offer at least the pill isn’t poison, which clearly is the case with AURA’s contemptable behavior.’ The actual final details of the plan remain heavily classified to this day simply for the reasoning that the defenders of Voicon realized that wars are not always fought on the battlefield some are fought in the media. They knew then that denying the enemy any aspect of the narrative control in the media was critical to representing allied operations on the Avarian front in the most authentic light possible with the good the bad and the neutral aspects getting equal representation.
