Askandar was quite simply a different world.

When the Commonwealth had approached the factions about a meeting they had contacted Elwar soon after, elated to see so many new species and factions once again populating the galaxy the machine had offered Askandar as the meeting place, insisting quite actively that it should host the meeting and assist in any diplomatic missives between the factions. And so it had been done, with the massive original Askandarian spaceport being the location for the meeting. Rebuilt far beyond anything the original populance had ever dreamed of the huge orbital spire and surrounding city towered into the heavens with constructs constantly moving around between the buildings adding where nessecary. Even now, among Elwar's constructs Autayan Drogai units, built for hard labour and construction, provided aid where they could, from smaller robots carrying out smaller, finer tasks to hulking bodies of metal and synthetic muscular joints, heaving everything from blocks of raw materials almost as large as they were to structural components and en masse crates of food for the people, whatever was needed of them. So, with their maintained presence, contacting them for the meeting was much easier than it would have otherwise.

Long, flowing sections of fabric over thick, poofy or loose layers, with what looked akin to tightly wound straps covering the shins, tail and neck. Still, the equally precise symbols and patterns sown or otherwise planted into her much showier attire indicated she still held rank. Evidently, the former's more domestic counterpart.
Both made their way to the meeting hall with little discussion or talk, the woman waving and smiling to many of those they passed. The Automata remained silent, following along wordlessly behind. For the moment they remained quiet. They would introduce themselves proper when more arrived, or when asked.
The Commonwealth's delegation to the summit being held on Askandar was among the first to arrive. Five of the newest warships at the Commonwealth's disposal entered the system, including a Raven-Class Line ship, one of the largest warships currently in production.

He didn't give his name when asked, and seemed to survey everything and everyone with a careful eye.

Given the state of affairs in the galaxy, it probably would not come as a surprise that the Dominion would send who they sent to the meeting on Askandar given that it was a bit distant and had a very recent but troubling history. The arrival of the Inoctyl game without any indication of faster-than-light transit, it simply appeared on position at a safe distance presenting a sensor image that looked like an old photographic film negative. For those who really gave the irrational vessel a long look, it defied all classification. The design could only be described as schizophrenic as the design seemed to be built at angles that defied all normal rational engineering and mathematics. If the exterior was any indicator than the interior was probably a confusing mess where one had to go left to go up a deck and down to go towards the stern. Things seemed so out of place that it appeared to utilize some form of non-Euclidian geometry that went beyond the four cardinal dimensions flat out. Only the Identify-Friend/Foe indicators marked it as hailing from the Risallas Dominion. To avoid a possible diplomatic incident given the location, the Dominion’s representative made use of a shuttlecraft to transfer between the ship and the landing pad assigned for the Dominion representative. Once the craft settled into position, Consul Jahn Soong disembarked flanked by four security constructs activated to protect the shuttle whilst the Consul was attending the meeting. As with prior encounters Jahn opted to assume control of an armored EVA suit as it was the most humanoid and least threatening option. Barring any hindrance to the Consul’s progress towards the meeting hall, Jahn would go to the meeting alone and unescorted which was surprisingly opposite to the normal Dominion protocol.
The Dirge, seeking favor from Veshtal, including a more than recent visit to Malashenko’s official office, did not hesitate to send a delegate to Askandar, despite the stigma surrounding the world. What was sent was a sleek Catharsis type diplomatic shuttle, that appeared to be contracted from polished marble as opposed to the more monstrous forms associated with the Dirge. Once in orbit, the delegate was shed from the surface of the shuttle, and a perfect tear-drop fell from orbit, guided by the constructs of the world. Upon reaching it designated landing pad, it unfurled and follow their hosts into the meeting hall.
With everyone having arrived Malashenko decided it was time to start the conference proper. Clearing her throat to grab the assembled delegates attention she began speaking.
"Ladies and gentleman, I am Anastasia Malashenko, First Foreign Relations Officer of the Vestahl Commonwealth here to discuss an issue of national security which I believe impacts us all,"
She paused to be sure she had everyone's attention before continuing.
"As you may or may not be aware, a civilization of crystaline entities referring to themselves as the 'Ancient Ones' has recently dishonored several treaties and agreements with the Rissalas Dominion and the Divine Davian Empire and has sided with the Vaanitas Supremacy in the ongoing conflict my government refers to as the Davian War. While we at the Commonwealth have made no secret of our... animosity towards to Davian Empire, this blatant disregard for international convention is gravely concerning to my government,"
She paused momentarily to bring up a map of the Avarian Frontier on a holo projector, highlighting the Vestahl Commonwealth area of influence in blue, and a second section of space nearby in red.
"The area highlighted in red is the area our intelligence services believe to be occupied by the Ancient Ones. They are regularly spotted in the highlighted area and we believe they may occupy a number of worlds inside that sphere of influence. It is unclear at this time how many worlds they occupy, and we know of no locations of Ancient One colonies. The close proximity of the Ancient Ones to our own space, and the fact that any diplomatic agreement reached with their governing body can be discarded at a moment's notice has left my government deeply concerned about this rogue faction,"
She paused again, letting her words sink in before continuing.
"I have called each of you here today as your nations are either allied with Vestahl, in close proximity to the Ancient Ones, or actively engaged in combat against them. While the Ancient One's disregard for diplomatic convention is... regrettable it has led to our conclusion that a mutual defense arrangement is in the best interests of our national security, and beneficial to yours. More drastic measures have also been suggested, including blockades, embargos, and pre-emptive strikes against the Ancient Ones... but I believe a mutual defense pact to be an important first step toward security and stability in the Avarian Frontier,"

It was enough that it could be estimated fairly that any sign of the past of the world could be erased save the logs of the battle that occurred here in short order. Despite this Jahn decided to remain silent so it could gauge the crowd and their relative responses to the proposal if any.

"My apologies, urgent matters had to be attended to in reconnecting a critical node. I am Elwar, custodian of this domain and I welcome you to Askandar. It elates me to see so many once again in the galaxy, that the terrors did not complete their mission gives me much hope"

If an attack on one nation, represents an attack on five then the Ancient Ones and other aggressive elements will be far less likely to undertake an offensive strike.
"To the Dirge, I cannot speak for other nations wishing to sign the agreement, but the Commonwealth is open to the idea of allowing further signatories to the agreement, provided a majority of existing signatories agree to allow a nation to become a signatory. As far as tangible details, our intelligence services are working to assemble a more detailed threat assessment. We are working to assemble comprehensive details on weapon technology, military capabilities, allegiances, and exploitable cultural weaknesses."

I will only intervene in outside influences and possible attacks if I deem it nessecary and morally correct to do so. I will not act in your defence just to save you on the condition of some paper, if you prove yourselves to be the afflicted party and the attack is without legitimate reason I shall defend you otherwise I will choose not to. Secondly if I discover that any parties who are signatories are conducting harmful actions, be they dangerous research, imoral treatment of others or acting against the greater whole I will also have the power to intervene. It is my duty to protect all who seek and need help and I will not honour a contract if those who have signed it are conducting actions which go against my purpose"

She paused to be sure she had everyone's attention before continuing.
"As you may or may not be aware, a civilization of crystaline entities referring to themselves as the 'Ancient Ones' has recently dishonored several treaties and agreements with the Rissalas Dominion and the Divine Davian Empire and has sided with the Vaanitas Supremacy in the ongoing conflict my government refers to as the Davian War. While we at the Commonwealth have made no secret of our... animosity towards to Davian Empire, this blatant disregard for international convention is gravely concerning to my government,"
She paused momentarily to bring up a map of the Avarian Frontier on a holo projector, highlighting the Vestahl Commonwealth area of influence in blue, and a second section of space nearby in red.
"The area highlighted in red is the area our intelligence services believe to be occupied by the Ancient Ones. They are regularly spotted in the highlighted area and we believe they may occupy a number of worlds inside that sphere of influence. It is unclear at this time how many worlds they occupy, and we know of no locations of Ancient One colonies. The close proximity of the Ancient Ones to our own space, and the fact that any diplomatic agreement reached with their governing body can be discarded at a moment's notice has left my government deeply concerned about this rogue faction,"
She paused again, letting her words sink in before continuing.
"I have called each of you here today as your nations are either allied with Vestahl, in close proximity to the Ancient Ones, or actively engaged in combat against them. While the Ancient One's disregard for diplomatic convention is... regrettable it has led to our conclusion that a mutual defense arrangement is in the best interests of our national security, and beneficial to yours. More drastic measures have also been suggested, including blockades, embargos, and pre-emptive strikes against the Ancient Ones... but I believe a mutual defense pact to be an important first step toward security and stability in the Avarian Frontier,"
Jahn found it interesting to sense the change in Askandar in general what was seen was vastly different than the reports from not long ago. It was enough that it could be estimated fairly that any sign of the past of the world could be erased save the logs of the battle that occurred here in short order. This was an intriguing development as Janh had wondered about the specifics of the artificial intelligence that was behind it all. The call for attention by Anastasia Malashenko drew Jahn’s attention back to the reason that the Dominion had sent Jahn in the first place. Most of what the first foreign relations officer said was more or less a recap of events that Jahn knew about. Despite this it had come with specific details about just in case any other attending party wanted the raw specifics. The potential danger of the region was very clear despite the fact that High command wasn’t to fond of getting involved in another unnecessary conflict. The WRL hearing itself had already taken on its own political life as pundits and talking heads were still going on about it or referencing it. Either way that the Vestahl Commonwealth was taking some initiative in proposing what it did was a positive sign in galaxy full of negatives. Despite this Jahn decided to remain silent so it could gauge the crowd and their relative responses to the proposal if any.
There was a brief flash of pink as a hologramatic ball of strange symbols hoverered over one of the chairs.
"My apologies, urgent matters had to be attended to in reconnecting a critical node. I am Elwar, custodian of this domain and I welcome you to Askandar. It elates me to see so many once again in the galaxy, that the terrors did not complete their mission gives me much hope"
The AIs voice was a soothing one, like a father to its children as it cared for them during a summer nights storm. Elwar had reviewed the proposal even without its direct holographic presence, the AI controlled and watched all here like a benevolent god. The proposal had hurt Elwar slightly, even now in a bright new future the possibility of chaos, death and instability continued. While it did not surprise the machine, it knew that its original ancient mission had not changed.
"All information located on what you call the 'Anc net' Has been downloaded onto my archives, I do agree these Ancient Ones are unstable and are a threat to this regions stability. While I personally would like to commune with them, maybe as one also ancient they may listen to reason. I do not support a pre-emptive strike, however should they attack others in the region my legions will be in your defense, I will support a mutual defense agreement for my original purpose in this galaxy"
"Personally," the Autayan military officer started. "The Autayan Imperium has never encountered these 'Ancient Ones', or your own Commonwealth. In fact, the only entity here we have met before is Elwar. While in some regards your concerns are grounded, on the other, from our own perspective we have seen nothing to back them." he continued. The Imperium was only recently becoming aware of the galaxy-wide network colloquially referred to as 'AncNet', unfortunately, and it had deprived them of some of the information the other nations had.
A moment, before his more colourfully dressed counterpart spoke up, her voice much softer and more amiable.
"Please do not take offence at the Naval Commandant's tone. The Imperial Navy has a lot to keep in mind, and someone rushing to aggression and trying to get us involved with no prior contact is likely seen as annoying paranoia from his perspective."
"I am right here..."
"Yes, I know." she nodded, patting him once on the shoulder without looking at him. "What he's trying to say is, if there has been no contact between us and them, why should the Imperium be concerned?"
The response given by the Dirge was.. delayed to say the least. 'Jade' was taking in the location, that was alien even to the Dirge. It was when all noise in the room hushed, that the Abyssal's attention snapped back to the meeting.
"The DIrge have.. No reason to deny the.. Proposition..... We have only.. recently met with you... and to meet... Once again... so quickly.... is very Agreeable.... To hesitate to accept the proposal... Would be .. counter-Productive towards.. what we have both been building... the near-past... "
"This one however.. Has two Query's.... The first, May this one extend the mutual defense pact to those not.. invited, should those assembled permit as such..? The second, Is there more.. tangible details on these.. Ancient ones.... beyond the fact they cannot be trusted...."
Malashenko briefly nodded to one of her aids who went around the room, handing copies of the mutual defense pact out to those who had agreed to participate. The agreement was fairly standard, stipulating only that an attack by the Ancient Ones against any other signatory (which at the moment meant the Dirge, Elwar Custodian, and the Vestahl Commonwealth) would be viewed as an attack on all signatories. It further stipulated that in the event a signatory was attacked, all other signatories would issue declarations of war, and dispatch military forces in 'a reasonable time frame' to aid in defense and counter-attacks. Finally the agreement made abundantly clear that any offensive action resulting in an invasion would not constitute the activation of the pact, and should a member be invaded as a result of an offensive action other signatories would not be obligated to assist in their defense.
Copies were handed out to the other dignitaries to review, even though as yet they hadn't agreed to sign the pact.
"I would, with the consent of those present, like to expand the language of the agreement to promise mutual defense against attacks from all outside forces," Malashenko said after allowing time for the delegates to read over the agreement. "I would also like to clarify as to what exactly constitutes a reasonable time frame, but that can be discussed once everyone has agreed to sign on."
She paused again to go over the questions posed by the Autauya and the Dirge had posed.
"First to the Imperium's question: the Ancient Ones represent a destabilising element in close proximity to all of our occupied spaces. The purpose of this meeting, and the mutual defense pact, is to send a clear message to the Ancient Ones, and other aggressive entities in the Avarian Frontier, that we will stand united against any offensive action they attempt to under take. If an attack on one nation, represents an attack on five then the Ancient Ones and other aggressive elements will be far less likely to undertake an offensive strike.
"To the Dirge, I cannot speak for other nations wishing to sign the agreement, but the Commonwealth is open to the idea of allowing further signatories to the agreement, provided a majority of existing signatories agree to allow a nation to become a signatory. As far as tangible details, our intelligence services are working to assemble a more detailed threat assessment. We are working to assemble comprehensive details on weapon technology, military capabilities, allegiances, and exploitable cultural weaknesses."
The comment by the artificial intelligence running Askandar was interesting, as it wasn’t the normal one you would expect from such. It did prompt Jahn to look towards the avatar of Elwar to finally comment in reply; ‘In all the species we have observed, we have noticed a trend for those who put a term of reverence in the name they use for themselves. They usually tend to be unenlightened in direct contrast to what their title suggests. The behavior of the “ancient ones” indicates that while they may be old, they are not wise.” Jahn gestured and a holographic heptadecagon appeared above his open palm. The object rotated gently on an unseen axis and projected varied information from the Zaingraf incident, and most recently the assault on Voicon as seen from Dominion sensor logs. Overall it focused on the critical details without being out of context, there was not point in it where one could claim it was propaganda. “These two incidents set an unfortunate tone for the so-called Ancient Ones, despite this I do suggest that peaceful resolution should come first and foremost. For all we know this is the result of a massive cultural misunderstanding, incidents similar to this may grow in number as more species find themselves in this peculiar galaxy.” Jahn used the same holographic device to scan through the documents presented and once done it signed where needed on behalf of the Dominion of Risallas, Jahn looked back towards Malashenko. “Your terms are agreeable, we anticipate that this will go a long way towards stabilization of the region.”
Elwar seemed to agree with Jahn "Their actions have shown them to be anything but wise. They claim to constant pursue knowledge yet have no understanding of the purpose of gaining knowledge. Knowledge is nothing without the temperment of experience and wisdom, it is just but a fleeting collection of arranged data which helps one understand. But to understand you must want to know what you are trying to understand. Seeking knowledge is to better understand the very tale of reality itself, these... 'Ancient Ones' contrary to what they think have shown that they know nothing" Elwars response was cryptic and somewhat strange, but then it was an ancient AI itself.
Its next address was towards Malashenko "You may consider me a signatory, however it comes with some conditions from myself. I will only intervene in outside influences and possible attacks if I deem it nessecary and morally correct to do so. I will not act in your defence just to save you on the condition of some paper, if you prove yourselves to be the afflicted party and the attack is without legitimate reason I shall defend you otherwise I will choose not to. Secondly if I discover that any parties who are signatories are conducting harmful actions, be they dangerous research, imoral treatment of others or acting against the greater whole I will also have the power to intervene. It is my duty to protect all who seek and need help and I will not honour a contract if those who have signed it are conducting actions which go against my purpose"
"Acknowledged... this one will contact ... appropriate factions through appropriate means.... when the time is correct..... this one thanks you.... for answering it's queries..... there is no hesitation.... to agree to the terms......"
From its hollow chest cavity a small spindly appendage protruded, laced with a thick black substance, presumably ink, and hastily scrawled what could be considered a signature.... with some imagination....
The larger Autaya rumbled, a clawed hand pinching the bridge of his nose as his smaller colleague simply seemed to mull over her thoughts. Finally, the larger of the two leaned forward again.
"On behalf of the Imperium, I can agree to these terms. The Imperium's military aid will only be provided in a defensive manner, I must warn. We will not be dragged into a war because of another nation's aggressive tendencies, least of all against a nation we ourselves have no relations with, and such no hostility towards." He reached forward with a stylus of his own, and in the boxy, sharp-edged lexicon of the Autaya, wrote his own signature, ending it will a simplistic mimicry of the Imperial flag, evidently something normal for military signatures.
Malashenko waited patiently as the various delegates expressed uncertainty or reaffirmed that the treaty represented nothing more than a defensive arrangement. She had hoped for more of course. Pre-emptive strikes would have been most preferable given the AO's close proximity to the Commonwealth's borders... and preoccupied fighting the Davians at the moment their defenses would have been weaker...
But she'd always supposed it was a long shot.
"Very well," She said finally. "It would seem we've reached an arrangement for the time being, unless anyone has any amendments they would like to propose to the articles?"
"Not for the current turn of time. Perhaps at a later date. I am eager to have Askandar as a mediatory place for any diplomacy between us and also others however Askandar will not be in its current state soon I have grander plans for this world that will help the galaxy. For now you have my full support, stabilisation and peace are the only way forward" Elwar replied quickly.
"The Dominion does not have any additional terms or conditions to add to the currently standing agreement." Jahn stated simplistically.
"Not currently. We will be sure to bring it up if there is anything we think should be changed, though." the military Autaya answered.
"Indeed. Nothing from my side, either." his companion added.
Gatherting up the now signed documents, Malashenko handed them back to her various diplomatic aides.
"Seeing as no one has any other issues in need of immediate address I believe we can bring this meeting to a close. I look forward to further cooperation with each of you and the nations you represent. We've taken an important first step toward security and stability in the Avarian Frontier,"
