The red ribbon was cut. Soon, cameras started flashing and hands started clapping. Finally, after a few weeks of construction and assembly, the small trading port that will serve as the IRS's Embassy in the Three Domains Alliance was open for business. The entire station was in a festive mood and what better way to celebrate the inauguration of the Embassy than to have a giant party? All were invited; the embassy staff, the local population of the Gorganos system and even the political and corporate elite from both nations.
An exclusive ballroom was reserved specifically for the elite and the important, fully furnished with all sorts of expensive decorations, exquisite artwork and textiles. Here, not only was the Republic's high-ranking governors and bureaucrats presents, so too was its various corporate representatives. Almost every kind showed up; the typical merchant who sells all sorts of wares and transportation services, the baron who deals in the trade of raw resources and ores, CEOs of large consumer retail companies and even security and defence contractors. The TDA's own businessmen and politicians were also invited to mingle with them, talking trade deals under the mask of seemingly casual conversations. After all, the TDA had become the Republic's potential economic partner with free trade and other economic agreements in place from their first meeting. With such sound economic fundamentals laid down, it would be a crime not to tighten ties between the two's private sectors.
And chief among them today were the representatives from the Rose Syndicate and Raxus Shipyards. The IRS had specifically reached out to them after looking up on their advertisements on the galactic net and expressed interest in their services. After some time interacting and networking with the guests in the party, they were soon called upstairs to the Chief Diplomat's office to officially talk business.

Rebecca Skyler was one of the executives attending the IRS get together, she was picked to represent Raxus Shipyards when they were called upstairs away from the party to the chief diplomats office. She walked in and introduced herself. “Hello I’m Rebecca Skyler one of the executive board members for Raxus shipyards.” She said with a welcoming smile.
Moyaki miyasato was a simple man, he woke up, he worked, he spent an hour in the morning and in the afternoon attending to his personal grooming, six hours of leisure time usually spent reading or attending functions and forty five minutes of remembrance at the family shrine, as such he was relieved when he was invited away from the social melee of the festivities, moving upstairs he took a moment to straighten himself out, his mechanical liver and kidneys condensing the alcoholic intoxicants into a small brown cube that he placed neatly into his lab coat meet kimono over wear, he turns to appraise the long coated violet form of his Violet attendee, the gene enhanced super soldier who was as always impeccable in its dressage and so turning his head so as to avoid tangling the braid of wires that trailed from his skull he steps into the office before descending into a gentle bow. "Moyaki Miyasato at your service."
"Welcome, Madam Skyler and Mr. Moyaki," Chief Diplomat Kolsar stood up and bowed. He motioned over to the chairs in front of his desk. "Please have a seat."
After his guests have taken their seats, Kolsar sat down and clasped his hands together. "I will get straight to the point."
He opened up a hologram, one detailing the extensive damages to orbital and planetary infrastructure as a result of the Separatist Union invasion during the Third April Fools War especially in the border worlds. Transportation networks and public utilities such as electricity, water and fuel lay in ruins and the necessary orbital stations and shipyards needed to deliver supplies planetside were now drifting in millions of pieces in orbit. Even after the Separatist Union forces were driven off, civil wars continue to rage on between local insurgents and military forces causing even more death and destruction. State-sponsored reconstruction had been in full force as of late; but time and significant resources are needed to build new capital. And with the galactic war at the moment, both are really difficult to find.
"As you can see, this is why we are interested in your services. If they are as advertised, the Rose Syndicate could help to speed up the reconstruction process planetside with additional loans and capital while the Raxus Shipyards could help us manufacture new orbital stations and shipyards. Both will greatly reduce the strain on our own industrial capacity and free them up towards the war effort."
Rebecca studied the holograms carefully. Putting new orbital supply stations wasn’t an issue they were a dime a dozen and each one could be assembled within a week or so, shipyards on the other were a bit trickier. They would require a lot of time to construct and demand a considerable amount of resources depending on what type of shipyards that the IRS wanted. “Mr Kolsar Raxus Shipyards is more than able to take up your request. Our orbital stations are rather cheap and each one can be assembled in about a week or two depending on the size of station required, they come in Small, Medium, Large and Titanic. Shipyards however will take more time and effort.” She paused to take out her mobile phone from her clutch bag. She placed it on the desk and three different holograms of shipyard types appeared. “Now we offer several types depending on several factors. Starting from the left we have the standard free floating Blacksmith Type ship yards that can be placed anywhere and easily moved around however given its small size its production capability isn’t too great but it’s easily put together only taking two months to assemble. The next one we offer is the Forge type again another free floating shipyard but not so easily towed around. Its extensive facilities can produce fifty war ships twenty two kilometres in size at the same time. It also has the capability for unique modules such as wormhole gates to transfer materials from the factories to the assembly yards. Now this last type is a monumental undertaking and can take upwards of a year to assemble but the investment of time and money will certainly be worth it. The Raxus Type Orbital shipyards, this one requires either a dwarf planets or a natural satellite to be built around as you can see having a ring going around your planet can be dangerous to everyone involved plus the less gravitational pull the better. Once completed it’s able to manufacture entire fleets at once, you’ll not be left wanting for ship numbers if you have one of these handy.”
Moyaki's cybernetic brain ticks over as he processes the information laid out before him, reconstruction was one of the syndicates specialties especially when it came to large loans. "Yes mr kolasar i do believe we can help you, a low interest loan to be paid back at a mutually agreed upon rate should help with your immediate capital issues and may i interest you in the services of our reconstructive teams themselves, you will be hard pressed to find more efficient workers in the entire galaxy, of course we offer modular easy drop infrastructure as well allowing you to quickly return your planetary utilities to full functionality in a shockingly brief amount of time and to top it all off we can even use local workers and contractors so as to supply work and income to idol hands."

Kolsar hesitated for a moment, mentally evaluating the offers from Rebecca and Moyaki. A large smile came to his face. He was pleased with the generous options presented.
"Both of you give me very good options," Kolsar remarked. "The Republic will contract both the Raxus Shipyards' and the Rose Syndicate's services on a per-system basis so both corporations have the time to familiarize themselves with the infrastructure and the culture in the IRS and make this operation a smooth one. For the Raxus Shipyards, we will commission an average of 20 large-sized stations, 10 Blacksmith Type shipyards and 2 Forge-type shipyards per system. And as for the Rose Syndicate, we will purchase both the loans and the services of the reconstructive teams and have them work together with our own local contractors."
"I presume that both of your companies accept standard galactic credits?" Kolsar then asked.
"Of course, the syndicate has always led the way in the adoption and use of new and exciting currencies."
“Yes, credits will do fine previous trade agreements have already seen the use of this currency. Just a quick question though, how many systems and planets are we looking at for this deal?” Rebecca replied.
"The entire Border Systems as a whole comprises of 15 systems, all of which has sustained some form of damage after the Third Aprils Fool War. You'll be looking at around 45 planets in total, with 3 to 4 planets that require reconstruction per system. But because each system can be vastly different from each other in terms of numbers, planet size, the scale and type of repairs required plus all kinds of quirks, this is why we are looking at a system-by-system contract. It will allow you to come in, assess the situation and then deploy the just right amount of resources and assets," Kolsar answered Rebecca's question.
"It would be a much more realistic business model to quote each system as we go rather than to attempt any over reaching estimates." Moyami says as plays with his company badge.
"A reasonable request. As one system is finished, we will provide data on the next one. I hope you understand, in these times of war, the government can be quite skittish about revealing complete details about our borders all at once," Kolsar responded to Moyaki's suggestion. "Yes, that is fine with me," Kolsar replied as he shook her hand. "I look forward to future dealings, Madam Rebecca and Mr. Moyaki."
