It could be best described as a democratic monarchy; upon the death of the current monarch the three royal houses each present a single candidate, the people of the empire vote for their preferred house by planet then by star system followed by the sector, the final winning vote for each sector is then presented to the capitol and the new ruler is crowned based on the house with the most sector votes. Laws can be made either from the top down by the emperor/empress or from the bottom up by the people with final veto being held by the emperor/empress, in the case of laws proposed by the emperor the people vote on it similar to the system for choosing a new a ruler, for laws proposed by the people it often is began via petition to local leaders who will then pass it on to the next level passing through each level of government each council of leaders voting on it until the director of civil works presents it to the emperor who can choose whether to pass or veto it.
