The blue diamond symbolizes the sky and cosmos, which the Nucleans are constantly reaching towards in their pursuit of happiness and to better themselves. The gold lightning bolt symbolizes the strength of the Ecumene, which is used to defend their way of life should reason fail to solve an issue.
Leadership:
Emperor Menmuer head of state, the Emperor is the ultimate leader of the Ecumene, providing the overall direction of the nation and acting as the symbol of the nation's sovereignty and government authority. While his powers are theoretically unlimited, in practice he largely leaves the running of things to the various other officials that make up the government, while occasionally providing nudges and oversight to ensure that things operate smoothly, and generally focusing on ensuring that various powerful entities don't threaten the nation.
Minister Tiicelebria head of government, the Minister of Domestic Affairs is the head of the executive and legislative branches of the Nuclean government, answering to the Emperor. She handles the day to day operations of the Ecumene, approving new laws and directing the various operations within the nation.
Government:
The government of the Ecumene is a unitary system designed around the fusion of powers between the legislative and executive branches, where the executive of a given level typically is drawn from and heads the legislative body of their administrative division.
Executive Branch:
At the top of the Executive branch is the Emperor, followed by the Minister of Domestic Affairs.
Subordinate to them are the Sector Overseers, who are appointed by the Minister of Domestic Affairs and approved by Congress. Overseers typically serve until retirement, unless they are removed from office.
Below each Overseer are the Provincial, System, and Planetary Governors, in order of descending position, each wielding full executive authority over their administrative region to make policy, carry out laws, and leading their area's regional council. Each executive is selected from the regional council by the council above them, who pick the candidate most qualified and likely to get things done. Executives serve until retirement or a vote of no confidence is given by the council that they lead.
Legislative Branch:
As with the Executive branch, the Emperor and Minister of Domestic Affairs fill the first and second positions within the legislative structure, with the Minister of Affairs heading the Ecumenical Congress.
The Ecumenical Congress is the primary legislative body of the Ecumene, tasked with creating national laws and policies, and controlling the government's budget. It is composed of an elected representative from each province, who utilizes a large amount of polling, analytics, and data collection to ascertain their electorate's position on the various issues. Each representative serves until retirement or a vote of no confidence is given by their electorate, at which time another election is held.
Below the Ecumenical Congress are the Sector, Provincial, System, and Planetary councils, which are composed of one representative from the regional divisions below them. Each serves terms in the same way as Congressional representatives, operating until a vote of no confidence is given, and using various analytics to gather data on what their electorate wishes they vote for.
At all levels of the legislative branch, strict protocols are in place to ensure sessions of each body function efficiently and with high quality, as well as ensuring that the law is easily accessible for everyone in the Ecumene. These include a ban on filibusters, a mandate for each bill being voted on to be read in full to a present congress or council, a requirement for each bill to be easily understood by the average citizen, and a requirement for every representative to be present unless they are sick or otherwise incapacitated (meaning walking out during readings is also prohibited).
Judicial Branch:
The Nuclean judicial branch is composed of multiple levels of courts, starting at the local level, moving up to district, then planetary, and finally solar system level. Cases are allocated geographically to the lowest level applicable court, after which appeals proceed upward through the chain of judiciaries via appeal. Each court has a mandatory requirement to hear each case brought before them, and is composed of a panel of judges, with the exception of small claims court, which is operated by a lone judge. During appeals, the reviewing court will approach the case de novo, reviewing both the facts of the case and the previous court's decision, before issuing their ruling, which supersedes that of the previous court. If a case is appealed above the solar system level (or it is an inter-system issue), the provincial council may discretionarily take the case, and appeals then proceed up the levels of the legislative branch as appropriate. When handling a case, courts and legislative bodies operate in an inquisitorial manner, gathering evidence and then coming to a consensus on who is guilty, then issuing a ruling on the appropriate legal action. This evidence gathering phase empowers the investigating body quite significantly, including literally being able to subpoena neural logs of those involved in a case to ascertain their thoughts and motives relevant to the issue at hand, as well as being able to compel any witnesses to testify. Lawyers may be present during proceedings, but are limited to giving legal advice and information to their clients, and may occasionally bring up points if asked during the trial by the judges.
Judges are appointed by the executive of the level they are operating at, and serve for life, unless they are convicted of a crime. The territory of the Ecumene is divided first into sectors, which are approximately one tenth of the volume of a galaxy, with adjustments for economic and cultural elements. Each sector is then further divided into approximately ten provinces, and each province is then divided by solar system and system equivalent locations. Below the solar system level are the individual planets and planet equivalent locations. Planets are then divided into districts, which are then free to divide up their areas of responsibility as they see fit.
Semi-Autonomous Territories:
When a civilization decides to join the Ecumene, they may elect to keep their current government and economy intact, instead of merging with the normal Ecumenical government and economy at large. These areas are known as semi-autonomous territories, and are empowered to set many of their own policies and structure, so long as they follow most of the national laws. These territories also set their own fiscal policy, collecting taxes and spending revenue as they see fit, with the caveat that a fixed portion of their revenue is given to the national government.
Law Enforcement:
Fulfilling the roles of law enforcement and national guard is the Peacekeeper Corps, the Ecumene's paramilitary national police organization. Peacekeepers wear distinctive white and grey semi-powered armor, which monitors their vital signs, protects them from bladed weapons and small arms fire, and connects them to the Peacekeeper data network. Each Peacekeeper officer must regularly meet high physical and mental standards, receiving initial training upon recruitment, as well as regular advanced training in multiple areas such as policing, weapons training, close quarters combat, communication, first aid, and force deescalation. Officers will typically carry a service pistol and stun gun (electrolaser/taser) on their person, and can shoot a tearing agent aerosol spray with their gloves.
Laws and Punishment:
Nuclean society holds things such as the pursuit of happiness, privacy, freedom of speech, ownership of private property, the ability to own weapons of a certain magnitude, and to be able to use said weapons in self defense and the defense of others, to be natural inherent rights, which cannot be abridged except without due process of law. Nuclean law therefore, is based upon these rights and the idea that it is the duty of each citizen to participate in the nation by knowing the law, paying taxes, and voting where necessary.
Laws governing consumer products and food impose strict liability, and products that are harmful or placebo only, such as alcohol or alternative medicine, must essentially discredit themselves up front, along with requiring a waiver for the consumer to sign acknowledging their lack of or ill effects.
Personal information and privacy in one's personal spaces are also carefully protected unless the person being collected on signs a waiver, or a warrant/subpoena is involved. Data that is collected (including the large amount collected in public) is carefully managed, and the law requires that the person be informed of its collection, what it's being used for, and that control of personal information ultimately rests with the person it belongs to.
When a law is broken, many nonviolent and petty crimes are typically punished via a fine, which is based upon the individual's income. More serious crimes will earn jail time, and repeat offenders of especially serious crimes, such as rape or murder, earn the death penalty.
Prisons within the Ecumene tend to be rehabilitative in nature: instead of always being confined to a cell, prison time involves a lot of rehabilitation and neural examination, community service, and exercise.
Government-Military Relationship:
The Nuclean military is the defensive and exploration arm of the government, and this ensures a close relationship between civilian and military leadership, especially given that military forces will often be the first ones to encounter alien civilizations or set up operations in new territory. Once operations in an area are fully set up however, the civilian side takes over and the military assumes its subordinate position in the leadership structure.
Territory:
The Ecumene's primary territory covers the Milky Way (called Atanserri), the large and small Magellanic clouds, Sagittarius Dwarf, and Bootes Dwarf galaxies, encompassing hundreds of billions of inhabited systems.
Capital System: Nuclea
This contains the adopted homeworld of the Nuclean species, which was colonized after their original departure from Ammonil (Earth). It also contains the main entry for the Mueren Industries space-time pocket.
Ancerious Sector:
Stella Prime: the sector capital of the Ancerious Sector, Stella Prime was the first system to be colonized by the Ecumene after their arrival in the Ancerious galaxy. The system is now home to a dyson shell around the main star.

Economic System:
The Nuclean economy is post material scarcity, with even the poorest citizen having access to just about whatever objects they desire due to the widespread amount of personal matterconverters and the advanced industrial base (as fitting of a civilization as widespread and old as theirs) that provides all the raw materials, energy, and other things needed to make said personal matterconverters work. Because of this, an object’s value is primarily allocated based on sentimental factors such as uniqueness, time constraints, and other aspects that can't be mass produced.
Another side effect of widespread matterconverter technology is that the majority of domestic products sold are information-based, such as fabrication designs and art, meaning that intellectual property is regarded fairly highly in their society. To that end, the process of securing a patent is very selective, and once acquired it will remain heavily enforced for two years.
Along with the strong product side of the economy, the Ecumene has a thriving service industry, approximately 5-8 percent of which is tourism. Due to the nature of their society, a respectable fraction of these jobs are consulting-related, involving an expert who is hired to optimize some aspect of a client's life, such as fashion, landscaping, scheduling, etc. This has become popular enough to be one of the Ecumene's main service-related exports.
Monetary Policy:
The Nuclean currency is called the Etal (which derives from the Nuclean word for token), a digital fiat currency representing a constant amount of energy and material resources, which is occasionally adjusted by the government depending upon industrial output, and represents a means to quantify the value for the resources consumed to create products and perform tasks. Due to the way that their currency is valued, the Nuclean economy is somewhat closed in nature, as other currencies are not readily accepted. The government does keep some accounts open however, for when the need arises.
Government Revenue:
The government's primary source of revenue is gained via profits from Mueren Industries, as the sole shareholder. This income is supplemented by a 35 percent tax on semi-autonomous territory government revenues, and a 20 percent tax on businesses over a certain size. No other taxes are collected, and this revenue is distributed throughout the levels of government.
Mueren Industries:
The primary economic entity in the product side of the Nuclean economy is Mueren Industries, a state-owned megacorporation. It provides all utilities, consumer goods (and the relevant designs), and other manufacturing-related business that the nation needs, ensuring that all citizens can easily afford whatever items they need or want. Most of the profit that Mueren produces goes into funding the government, with the rest being invested back into the company and the economy at large via various infrastructure projects and small business loans. Despite its large size, Mueren is prohibited from competing with most service industries (such as security, restaurants, entertainment, etc).
State Welfare and Other Entitlements:
High quality healthcare and emergency services are provided free to all citizens of the Ecumene by the government. In addition, all citizens are entitled to a monthly Citizen's Return, which is carefully calculated to cover food, housing, and other necessities for each person if they were to obtain the applicable items from Mueren Industries, with the amount for housing adjusted based on area. Between these two systems (and careful financial education), the nation's involuntary homeless population is zero.
Protectionism:
The Nuclean government does not place restrictions on imports of foreign goods, however the post-scarcity nature of their economy tends to itself act like an import tariff on consumer goods, since any foreign item is almost guaranteed to be more expensive than a similar domestically-produced one, and the nature of their advanced fabrication technology means that if someone sees a foreign item they like, they can almost certainly just 'print' one at home via matterconverter. This of course does not affect more idea-based things like art and entertainment, of which there is a large importation market.
Organized Labor:
With a few exceptions (those being military personnel, law enforcement, government leadership positions, and a few others), all Nuclean citizens are allowed to form labor unions and other similar organizations. These tend to act more as mutual support groups and industry standard setters, rather than doing a lot of benefit negotiation, simply due to a large amount of worker protection laws, and the fact that citizens work to gain disposable income rather than for survival, and therefore companies have a greater motivation to provide good incentives for prospective employees. With this in mind however, it is illegal for essential employees such as law enforcement, government employees, and Mueren Industries employees to strike, due to the essential services they provide.
Social Structure:
Constituent Species:
Castor sapiens (Nucleans): make up the overwhelming majority (>99.99%) of the population
Humans: the next largest group, they are concentrated within the Ecumene’s Ancerious sector, with some settling in other Nuclean systems.
Other: a small variety of alien species that have joined during the Ecumene’s expansion, with the majority of their inhabitants living in single-system semi-autonomous territories.
Classes:
A variety of recognized economic classes exist, based on a given person's wealth and income. Roughly, these are typically divided into high upper class, upper class, upper middle class, lower middle class, and minimals. Those in the high upper class are typically high level government officials, CEOs, and others who have accumulated large amounts of wealth. Upper class are typically company executives and other fairly well off individuals. The upper middle class tend to include military officers and other management individuals, while the lower middle class tends to have military enlisted and the remainder of the workforce. Minimals is the closest one typically comes in the Ecumene to poverty, and is a term for people whose lifestyle is limited to reliance on the Citizen's Return, typically because they are attempting to live off the land or another transient state that precludes other income.
Class-Specific Culture:
Regardless of social class, all citizens receive a high quality education due to both legal requirement and the way education is funded, meaning that cultural differences tend to be less in how one perceives the world and more around the lifestyle one is used to.
Social Mobility:
It is the norm in the Ecumene (and culturally expected) for one to tend to move through several of the lower classes throughout their lifetime, as one simply acquires wealth over their likely several careers. In many ways, social mobility becomes a waiting game as one works, invests, and otherwise accumulates wealth. The government also does some wealth redistribution by collecting inheritance and gift taxes on respective transfers above a certain level, to help combat excessive resource concentration.
Role of Unconventional Sentients:
Within the Ecumene, fully sentient or hypersentient artificial intelligences, as well as uplifted or synthetic sentient organisms, may possess citizenship and all rights that citizenship entails. The creation/uplifting process is tightly regulated however, requiring the intelligence in question to meet all education and other ethical requirements that a normal citizen must, before being granted citizenship. This, plus a certain amount of cultural disapproval on this kind of creation in most cases, means that these unconventional sentients are rare.
What is more common are specialized artificial intelligences and virtual intelligences (especially the latter), which are created for various ancillary roles such as warship system operations and household butlers/personal assistants. These are carefully designed with the minimum intelligence necessary, as well as an intrinsic love for whatever role they are created for, as applicable.
Disenfranchised Groups:
Due to the variety of methods that the Nucleans employ to take care of their citizens, the most disenfranchised groups tend to be those who join the Ecumene from another society, such as beings from semi-independent territories, or those who decide to immigrate to the Ecumene. This is due to the catch-up they must play on the education, technology, and economic fronts, since the Ecumene tends to be rather different than other societies. Thankfully, this process is often fairly quick, and each new citizen is typically able to get up to speed and on with their new life in a short time.
Citizenship and Daily Life:
To become a citizen in the first place, one must either have a parent that is a Nuclean citizen, or be naturalized through either the immigration process, or by being in a territory that is absorbed into the Ecumene. Regardless of which route one takes, the major step is showing that you meet the basic education requirements and speak the Nuclean language, which are assessed via testing (these standards are relaxed somewhat for citizens of a territory being absorbed). Once this is done, a background check is conducted, and then citizenship is granted upon passing. A variety of programs, both government and private, exist to assist prospective citizens that possess skills that the government or organization in question deems desirable. In addition to citizenship, people can apply for permanent residency status for employment or family reasons.
The average citizen in the Ecumene experiences a high quality of life as appropriate to a post-scarcity society, with easy access to fulfilment for their needs, able to conjure material comforts on a whim due to the pervasive nature of private matterconverters, learn new things easily via dream training and AI assistance, and connect with like-minded individuals via immersive VR and the public reality teleportation grid.
The standard day involves a six hour workday and four to six hours of sleep, with the remainder being free time. This free time can be spent on a variety of leisure activities, including sports/physical activities, making things, virtual reality and gaming, learning, etc.
While planets are still settled, a majority of the population tends to live in space, occupying a variety of orbital constructs ranging from large building-sized family units, all the way up to gargantuan orbital habitats housing millions or more. Planetside, cities tend to make use of giant public housing complexes that are almost arcology-like, with large floor plans, and separated by community areas for recreation. Regardless of where one lives however, even small housing tends to feature at least 2800 square meters of living space, and individual houses typically have a yard of at least a hectare or more.
Apart from some utility items like belts with pouches for carrying things, Nucleans tend to not wear clothing casually, due to the presence of their fur. For more formal occasions, pants/shirt combinations and robes are worn according to one’s fashion preferences.
Culture:
Overall, Nucleans are quite proud of their nation, seeing it as a shining utopia and a beacon of culture and technology for lesser civilizations.
Language: the nation's official language is Nuclean, however many of the citizens also speak Galactic Common on at least a basic level (with the rest of the work being done by universal translators). The Nuclean language is easily recognizable by its soft, flowing syntax, often leading to even the most profane tirade sounding beautiful to those who don't understand the language.
Major Philosophies: while myriad philosophies exist as appropriate to a civilization as prolific as theirs, the overriding philosophies among the Nuclean population tends to be one of rationalist secularism and sophontism, prioritizing the value and agency of intelligent beings, and generally providing motivation for citizens to make things better for not only themselves, but others as well.
Education:
A basic general education is mandatory and state-funded in the Ecumene, and covers a variety of subjects to ensure that citizens are well-informed and well-rounded. These topics include: logic and mathematics (up to calculus), economics and finance, civics and business law, ethics and philosophy, history, communication (speaking and debate, writing, language, communication theory, interpersonal communications), science and applications (physics, chemistry, astronomy, biology, environmental science), and life skills (self defense, various practical skills, first aid, cooking, etc).
Post-basic education is optional, and state-funded for one's initial degree or certification, provided the student in question maintains a certain academic standard. There are five levels of academic degree that one can achieve which are: Competency (2 year; usually generalist, expanding on a basic topics), Apprentice (4 year; usually specialized), Professional (6 year; specialized), Expertship (8 year; specialized, grants the title 'Expert'), and Mastership (10 year; specialized, grants the title 'Master', the pinnacle of knowledge within a given field).
Education cycles in the Ecumene tend to be shorter than one might expect, because the majority of information is done via dream training while the student sleeps via their neural implants, while time during the school day is focused on practical applications, with an emphasis on creativity and understanding rather than rote memorization.
Religious Institutions and Practices:
The Ecumene does not have a state religion, and citizens are free to practice whatever philosophical or religious belief they wish, so long as they do not intrude upon others' lives with it. Because of their society's rationalist tendencies, those that do exist are non-theistic religions that venerate fictional paragons of certain ideals, espousing to act in a way that their paragon entity would act.
Art and Aesthetic:
Culturally, Nuclean society at large tends towards a belief that just about everything they create is a form of art and expression, and expect that every item and piece of architecture they construct will be highly detail oriented, taking advantage of the abundance of materials and advanced manufacturing techniques available. Cities and landscapes are carefully designed and sculpted to an extensive degree, including genetically modified grass, complex and beautiful architecture, and noise control.
Visitors to the Ecumene will also notice as a general theme how clean and well ordered everything is, which is carefully maintained by a variety of micrites, the use of special materials, and automated cleaning robots.
Individualism vs Collectivism:
Socially, Nuclean society tends towards individualism, emphasizing the individual and their freedoms, actions, and accomplishments. Less heed is paid to one's family or origin, and more to how that person functions relative to everyone else. The extent of this is such that unlike many cultures, Nucleans do not address each other formally by surnames, but by one's first name.
Legally, while there are some individualist influences, a somewhat more collectivist approach tends to be used, reflected in things such as their legal sensitivity to doing things that hurt others/society, such as making claims regarding a product that are exaggerated or untrue, and the large amount of authority the government has to accomplish things.
Military:
The Nuclean Military Forces are the government arm dedicated to defense and exploration, with the primary duties from external and major internal threats, exploring new territory and conducting diplomacy during exploration, and supporting Nuclean interests abroad. In total, the military has approximately 5.5 sextillion (10^21) active troops.
Branches and Structure:
The Nuclean military has two branches: the Nuclean Army and Nuclean Navy. The navy is the senior of the two branches, fielding approximately 1 trillion warships in peacetime, and is responsible for all military air and space operations and transportation for surface forces. The navy also fields marines for surface and space-based infantry, naval aviators for aerospace superiority, and noncombatant exploration and auxiliary vessels for exploration and logistics. The army is responsible for providing and operating all surface-based fighting and logistics vehicles.
The Commander-in-Chief of the armed forces is the Emperor, who usually delegates the authority to declare war to the Ecumenical Congress. Below the Emperor is the Supreme Commander of the Military, who presides over Military High Command, which contains Naval Headquarters, Army Headquarters, and Military Intelligence, the national-level agency responsible for compiling all intelligence gathered by operating forces, as well as using national level assets for collection on foreign entities. Each headquarters is led by the Chief of Staff for its respective branch, who advise the Supreme Commander on operations. Below the headquarters level, naval forces are divided into offensive fleet commands and sector fleets, and army forces are attached to each vessel or station under each fleet.
Territorial Forces:
Territorial defense from both external and major internal threats is taken care of by sector fleets, which are military forces stationed under the command of the Overseer of the sector they are attached to. These are typically divided between the various provinces and then systems within that sector, with the respective commander coordinating with the local government as necessary.
Personnel and Training:
The Nuclean military procures its personnel mainly through volunteers, which it entices to join via excellent training and generous benefit packages, while certain specialized technician roles are filled by androids. Volunteers undergo extensive training, consisting of actual activities such as workouts and combat simulations, augmented by dream technical training while they sleep, prior to becoming a full service-member. Further, officers are recruited from senior NCO positions rather than directly, to ensure they have a plethora of both knowledge and experience.

Theater Army Grey, or Army Grey for short, is the Nuclean military’s special operations forces, which is jointly operated by the Army and Navy. Its name derives from the organizational size, which is that of a theater army (10 million troops). Army Grey typically deploys single platoons on missions involving direct action raids in hostile or sensitive territory, covert and clandestine reconnaissance, infiltration, sabotage, and other missions of a sensitive nature. Attaining membership is extremely difficult, and recruits are selected from marines and soldiers that have served for an obscenely long time and survived, at which point they may be offered the opportunity to go through special forces training. Training builds on top of the immense experience and training that the recruits already have, adding on things such as improved hand to hand combat and stealth operations. Operators typically utilize normal military equipment for the most part, however they do have access to specialized equipment as necessary.
Paramilitary Forces:
A variety of organizations sometimes operate with military forces, especially on the domestic front, such as the Peacekeeper Corps. Aside from Peacekeepers, the government maintains a variety of Paramilitary Operations Officers, such as Charuin, to deal with threats not readily dealt with by the normal military.
Strategic Doctrine:
Fiscally, the Nuclean military forces enjoy a high budget, backed by a powerful economy and rapid manufacturing base, both of which are heavily diverted into the military during mass mobilizations. This has resulted in the primary limiter on campaigns simply being troop losses and their effect on public perception.
The military is designed for power projection, with the capability to seize control of or destroy the enemy’s industrial, military, decision-making, and logistical centers of gravity at a moment's notice anywhere within known space. To this end, both conventional forces and superweapons may be employed, however superweapon use is usually limited to military targets rather than entire planets or solar systems.
In addition, due to the large amount of allied operations the Ecumene does, particularly against large-scale threats, the military as a whole must be easily capable of operating with allies in joint operations.
Operational Doctrine:
To support their highly-mobile strategic doctrine, all military forces operate in a highly expeditionary manner, with all naval vessels carrying a sizable fully-equipped surface force that they may deploy to planets and other places that warships simply won’t fit or aren’t suitable.
During operations, heavily integrated combined arms forces generally utilize their excellent mobility, overwhelming firepower, and technological superiority to destroy the enemy or render them incapable of functioning.
Tactical Doctrine:
Military forces are very mechanized, and tend to be armor-heavy, using a variety of well-coordinated, specialized tactics as necessary against the enemy. This coordination is accomplished via a highly sophisticated communications network that allows all forces to share targeting data and other information, allowing various available units to work together on the battlefield. Additionally, tactical commanders are allowed a large amount of leeway in how to accomplish objectives given to them by higher ups, so long as they follow the applicable rules of engagement.

Nuclean Naval Force Declaration

History:
What would become the Nuclean civilization came to be on Earth during the late Eocene era, where they achieved a space-capable civilization. However as time progressed, they were plagued by an increase in volcanic activity as well as their climate rapidly changing. Resolving that their civilization, and by extension species would not be wiped out, they prepared sleeper ships and sent them off, aiming for several systems with possibly habitable planets. Not too long after, several large meteorites impacted Earth during the Eocene-Oligocene extinction event, which combined with the increased volcanism, killed the ones who had stayed behind, destroying their civilization. The sleeper ships meanwhile, continued on their way, unaware of what had occured.
As the sleeper ships began to arrive in their respective systems, they discovered that their target systems were barren, leading to the death of the passengers as their supplies were exhausted. This grim fate befell all except for the last ship, which continued on its way to the most distant of the targeted systems. After a million years of travel, the passengers awoke and settled on this new planet, which they named Nuclea.
As their civilization flourished on Nuclea, the newly self-named Nucleans began to spread, first across their planet, and eventually to the stars, forming the Nuclean Empire. Fifty years after the formation of the empire, two brothers, named Enmuer and Rathor, were serving on a naval mission to explore the area surrounding the Nuclean territory. During the mission, they discovered a small golden artifact embedded in the surface of an asteroid, which they retrieved. Enmuer was in charge of experimenting on the artifact, and when he attempted to cut into its outer shell using a high powered laser, he succeeded in puncturing its casing. This caused it to partially activate, before shattering in a large burst, releasing a golden substance, most of which flowed into Enmuer. Rathor ran to the examination chamber, pushing past his comrades and opening the door to the chamber to save his brother, causing some of the essence to flow into him as well, before each lost consciousness. The other personnel quickly rushed them to the medical bay, where they were carefully examined. Rather than being hurt however, both seemed to be completely unharmed, and in better condition than before the incident. After several days, both awoke, quickly discovering their newfound powers as they tried to return to their duties. This process soon led to both being nicknamed Menmuer and Charuin respectively.
One hundred and ten years after the brothers gained their powers, civil war broke out between the "Inner Sphere", composed of Nuclea and its first wave of colonies, and the outer colonies, who chafed at the governance of the homeworld and desired independence. War raged for twelve years, and as the Inner Sphere's political will to continue decreased, the outer colonies achieved victory, breaking away and forming their own loose confederation of planets. This did not sit well with the Empire however, and economic sanctions slowly escalated into a cold war, lasting thirty years. The economic sanctions, mixed with the lack of a centralized government being unable to effectively govern, led to the outer confederation undergoing economic collapse. Seeing this as the opportunity that they had been hoping for, the Imperial government stepped in, invading their former outer colonies in the Unification War, which lasted a mere two years. One thousand, one hundred and eight years passed in peace, and civil war broke out again between the two major political factions within the government, vying for power. The conflict continued to escalate, as the now hundreds of worlds of the Empire split between the two sides, as warships bombarded planets literally back into the stone age from orbit, and the Nuclean civilization slowly destroyed itself. The war finally came to an end after fifty years, and the entire civilization collapsed due to economic and technological regression, slipping into a dark age. Seven hundred and twenty years passed, as civilization slowly rebuilt and rediscovered the knowledge they had lost, reuniting worlds. It was at this time that Menmuer and Charuin, having tired of sitting back and watching their species tear itself apart, led a massive reunification, combining the hundreds of Nuclean systems into one civilization again over the course of fifteen years, founding the Nuclean Ecumene.
