Preamble
Article I: Individuals and Organizations
All legislative, judicial and military power of the Kingdom of the Accord shall be held by the just, wise, and noble King or Queen of the Accord. The Monarch shall be no younger than fifty years of age, and must be decided upon by all of the collective citizenry of the Accord. All power held by the Monarch shall be divided upon four Houses of the Accord, consisting of the House of Irving, the House of Genoa, the House of Stanford, and the House of Belashi. Individuals already holding the titles of Head of the House, Speaker of the House, First Lord of the Board, First Lord of the Committee, or High Lord may not participate as a candidate to be the Monarch during a Royal Vote. A Royal Vote is to be held only when the Monarch is pronounced deceased or abdicates, and a Writ of Royal Election submitted by no less than one of the Heads of the Houses.
Section II: The House of Irving
The House of Irving shall rule over all matters of the military and law enforcement by the grace of the Monarch, be it at home or abroad, be it the jurisdiction of the Kingdom or the State. No member of the House of Irving shall be unqualified for his or her position.
The Leadership of the House of Irving shall comprise of one Head of the House and no less than one Speaker of the House. The Head of the House shall be granted the title of Duke or Duchess, and shall be an individual no younger than forty years of age with no less than fifteen years of experience in the military. Each Speaker of the House shall be granted the title of Duke or Duchess, and shall be an individual no younger than thirty years of age with no less than ten years of experience in the military. Both positions are to be voted in every ten years by the members of the serving military and the veterans of no less than five years of service to the nation, and are to be considered members of High Nobility.
House Speakers are to be appointed by the Head of the House and the Speaker of the House. House Speakers are to be granted the title of Baronet, or a rank one higher than their current station, and shall not be granted to an individual with less than five years of service, and may be in active service or a retired veteran of the nation.
The Accordite High Command of the House of Irving shall comprise of no less than ten members of the active military of no less than fifty years of age and no less than twenty years of experience in the military. Each State is to appoint no less than four members of the House of Irving as the state's representative in the House of Irving, proportional to the military presence of the State, and shall be a permanent inhabitant of the State in which he is chosen to represent. The duties of the House of Irving's High Command are to be carried out by the Admiralty Board and the Marshall's Committee. High Nobility Members of Accordite High Command are to be appointed directly by the Monarch and their positions may be advised by the current Head of the House, whilst all other positions are to be appointed by their First Lord.
The Admiralty Board, concerning the Royal Accord Voidwater Services of the Kingdom of the Accord, shall elect one First Lord of the Board, one High Lord of the Seas, an equivalent number of Secretaries of the Board to the High Lords of the Land, and two Accountant-Chiefs of the Board. The First Lord of the Board shall be granted the title of Margrave, and the position shall not be granted to an individual lesser in rank than a Fleet Admiral. The High Lord of the Seas shall be granted the title of Count or Countess, and shall not be granted to an individual lesser in rank than an Admiral. The Secretaries of the Board shall not be granted to an individual lesser in rank than a Commodore, and the Accountant-Chiefs of the Board shall not be granted to an individual lesser in rank than a Commander, and both positions are to be appointed by the First Lord of the Board.
The Marshall's Committee, concerning the Royal Accord Armed Services of the Kingdom of the Accord, shall elect one First Lord of the Committee, one High Lord of the Land, an equivalent number of Secretaries of the Committee to the High Lords of the Land, and two Accountant-Chiefs of the Committee. The First Lord of the Committee shall be granted the title of Margrave, and the position shall not be granted to an individual lesser in rank than a Marshall. The High Lord of the Land shall be granted the title of Count or Countess, and shall not be granted to an individual lesser in rank than a General. The Secretaries of the Committee shall not be granted to an individual lesser in rank than a Colonel, and the Accountant-Chiefs of the Committee shall not be granted to an individual lesser in rank than a Lieutenant Colonel, and both positions are to be appointed by the First Lord of the Committee.
Should there ever be a vacancy in the Leadership of the House of Irving, the Monarch is to issue a writ of election to fill the vacancies present. Should there ever be a vacancy in the High Command of the House of Irving, the Monarch is to appoint an appropriate individual to the role.
Section III: The House of Genoa
The House of Genoa shall rule over all matters of bureaucracy and industry by the grace of the Monarch, be it at home or abroad, be it the jurisdiction of the Kingdom or the State. No member of the House of Genoa shall be unqualified for his or her position.
The Leadership for the House of Genoa shall comprise of one Head of the House and no less than one Speaker of the House. The Head of the House shall be granted the title of Archduke or Archduchess, and shall be an individual no younger than forty years of age with no less than fifteen years of combined experience in the fields of bureaucracy and industry. Each Speaker of the House shall be granted the title of Duke or Duchess, and shall be an individual no younger than thirty years of age with no less than ten years of combined experience in the fields of bureaucracy and industry. Both positions are to be voted in every ten years by the members of the bureaucracy and industry with no less than five years of experience, and are to be considered members of High Nobility.

Each Speaker of the House shall be granted the title of Duke or Duchess, and shall be an individual no younger than thirty years of age with no less than ten years of combined experience in the fields of technology and scientific developments. Both positions are to be voted in every ten years by the members of the technological and scientific community with no less than five years of experience, and are to be considered members of High Nobility.

Both positions are to be voted in every ten years by the members of the medical and healing community with no less than five years of experience, and are to be considered members of High Nobility.

Article II: Rights and Responsibilities of Article I
All legislative, judicial and military power of the Kingdom of the Accord shall be held by the just, wise, and noble King or Queen of the Accord. However, the Monarch retains the responsibilities of his position, including the fair and just use of his power, and to listen and respond to those elected to be the voice of the people. The Monarch holds all rights to sack an existing Head of the House or Speaker of the House and call a new election for the vacant position, as well as appoint and dismiss members of the Admirality Board and Marshall's Committee. In addition, the Monarch has all rights to create and dismiss new positions within House Leaderships and Accordite High Command, with the permission and approval of the Supreme Court. No individual may dismiss a writ or order of the Monarch with no less than one signature of a member of nobility. Only the Monarch has the power to declare unjustified war on other sovereign nations and pass Kingdom-wide laws as well as change the Constitution, but the Constitution cannot be altered without the express authority and permission of all four Heads of the Houses in unanimous agreement.
Section II: The House of Irving
The House of Irving is responsible for the management, deployment, recruitment, and maintenance of all military and law enforcement under the command of the Kingdom of the Accord, as well as upholding the justice of the Accord wherever it may be needed. The Head of the House has the rights to create and dismiss new positions within the Leadership of the House of Irving and directly promote all members of the military and law enforcement and send military units to any location within justifiable reason and declare wars on actively hostile entities. The Speakers of the House has the rights to directly promote members of the military and law enforcement up to the rank of Lieutenant Colonel or Commander and move military units in Accordite territory.
Section III: The House of Genoa
The House of Genoa is responsible for all of the industry and the non-military bureaucracy in the Kingdom of the Accord. The Head of the House has the rights to create and dismiss new positions within the Leadership of the House of Genoa and directly promote all members in the field of bureaucracy and industry as well as create independent contracts to other sovereign entities. The Speakers of the House has the rights to directly promote members in the field of bureaucracy and industry up to the position of Senior Manager and make independent contracts with corporate entities not directly under the jurisdiction of the House of Genoa.
Section IV: The House of Stanford
The House of Stanford is responsible for all new research in science and technology in the Kingdom of the Accord. The Head of the House has the rights to create and dismiss new positions within the Leadership of the House of Stanford and directly promote all members in the field of science and technology as well as create joint-research projects with other sovereign entities. The Speakers of the House has the rights to directly promote members in the field of science and technology up to the position of Senior Researcher and make independent research missions outside of Accordite territory.
Section V: The House of Belashi
The House of Belashi is responsible for all public schooling services and medical-related services in the Kingdom of the Accord. The Head of the House has the rights to create and dismiss new positions within the Leadership of the House of Belashi and directly promote all members in the field of medicine and healing as well as form major aid and welfare missions outside of the Accord's jurisdiction. The Speakers of the House has the rights to directly promote members in the field of medicine and healing up to the position of Senior Doctor and promote independent studies and minor welfare missions outside of Accordite territory.
Section VI: The Citizenry
The common citizenry of the Accord is responsible for ensuring that all organizations and the Monarch of the Kingdom of the Accord are held accountable for their actions and responsibilities to the highest degree of their abilities. However, it is the duty of the Accordite people to work to their utmost during times of peace and times of crisis, and to never break as a collective under the strain of a foreign threat, whether it be their diligence in their work or their brotherhood with their fellow man. The citizenry of the Accord are guaranteed full rights to their independence, dignity, equality, and brotherhood. In addition, all Accordite citizens are guaranteed by constitution and law of their freedom and liberty in the face of tyranny and slavery. Should the Accord be unable to uphold the Basic Rights of the Accord, it is the duty of the citizenry to carry out the duties in place of the Kingdom of the Accord in peace and revolt.
Article III: Basic Rights of the Accord
Section I: The Right of Liberty
It is the right of all living and sentient beings under the flag of the Kingdom of the Accord to their freedom and liberty to follow their own path of their own choosing, and pursue any work or career of the individuals' choosing, including the matter of movement, legal bindings, beliefs, and nationality. To those who willfully choose to follow under the banner of the Accord, they shall be held accountable to Accordite Law in conjunction to the Right of Liberty.
Section II: The Right of Dignity
It is the right of all living and sentient beings under the flag of the Kingdom of the Accord to their sanctity and dignity, including an individual's place of residence and justice before the Court of Law. In addition, under the Right of Dignity, it is not permissible to subject an Accordite citizen to torture of any kind, and guarantees the protection of the individual before the Court of Law.
Section III: The Right of Equality
It is the right of all living and sentient beings under the flag of the Kingdom of the Accord to their equal status in Accord society regardless of species, race or belief. Individuals are granted the right to defend themselves, or seek aid if they believe that their Right of Equality has been neglected or violated by another party.
Section IV: The Right of Action
It is the right of all living and sentient beings under the flag of the Kingdom of the Accord to their voice and actions, as well as acknowledgement that the individual can be held accountable to the damages and deaths that may occur as a direct result of the utilization of that voice and actions taken. All individuals are equal before the law, and as such includes their voice and actions undertaken by the individual as by the Right of Action.
Section V: The Right of Self-Protection
It is the right of all living and sentient beings under the flag of the Kingdom of the Accord to their safety and security, including their power to defend themselves, their family, friends and property against aggressors of any kind. It is advised to not act prematurely in situations requiring the use of the Right of Self-Protection or allowing law enforcement and other professionals to assume control of the situation.
Section VI: The Right of Standards
It is the right of all living and sentient beings under the flag of the Kingdom of the Accord to their national standards of living, eating, and comfort, including that of an orderly, peaceful society. Should the Right of Standards be unable to be upheld, it is the responsibility of both the Nation and the State to relocate the offended members to a location that is capable of sustaining the Right of Standards or enforce it locally through more direct but sustainable and humane means.
Article VII: The Upholding of Rights
It is the solemn duty of the House of Irving to uphold and enforce the Basic Rights of the Accord in all territories and sovereignties of the Accord wherever it may be required. Should these rights be violated, it is the duty of the House of Irving to carry out justice to enforce that the Basic Rights are reinstated and reinforced wherever it may have been neglected or violated. Should a citizen of the Accord be abducted by slavers or forced into slavery within or outside of Accordite territories, the House of Irving and the Kingdom of the Accord carries the full right to utilize military and diplomatic action against the offending party, up to and including declaring war on another sovereignty.
Section I: The Supreme Court
All judicial power granted by the grace of the Monarch is to be held by the Supreme Court, as well as lesser courts for matters of lesser importance or magnitude. The Judges appointed to the Supreme Court are to be granted the title of Baronet, and shall be an individual no younger than thirty-five with no less than ten years of service in law enforcement.Section II: The Authority of the Court
The Supreme Court does not have the authority to strip an individual of his or her Basic Rights of the Accord except for the most dire or extreme of circumstances, including the management of terrorists, traitors, impending foreign invasion or the collapse of the government, be it local or national. Crimes involving foreign nationals shall be judged under Accordite law, unless interceded by the authority of a diplomat or greater.
Crimes shall be judged by the laws of the Kingdom before that of the State, and criminals are to be taken to court in the State that the crime had been carried out in. In such an instance where the crime affects multiple States, it must be decided upon by the Supreme Courts of the States involved where to host the court hearing, though Judicial representatives from the other states are allowed to be sent.
Section III: Treason and Terrorism
No individual may be convicted of treason without the case of at least two witnesses, and no individual may be convicted of terrorism without quantifiable, qualifiable evidence of the act. Traitors to the Kingdom of the Accord and terrorists can be stripped of all of their Basic Rights and held for indefinite detainment by local authorities. However, no harm is to befall their kin regardless of their opinion on the matter.
Article V: Kingdom, State, and Local Jurisdiction and Laws
The Authority of the Kingdom is hereby defined as matters pertaining to all of the Kingdom of the Accord, and cannot be violated or contradicted by lesser laws of States and Locals. If the Monarch is to issue an official writ that conflicts with a Kingdom Law or any other Law, the writ takes greater importance for that singular exception.
Section II: The Authority of the State
The Authority of the State is hereby defined as matters pertaining to the collection of interstellar planets and systems that constitutes a singular State, and cannot be violated or contradicted by lesser laws of Locals. State Laws may be passed by the State's Supreme Court.
Section III: The Authority of the Local
The Authority of the Local is hereby defined as matters pertaining to the celestial body that is inhabited by citizens of the Kingdom of the Accord. Local laws may be passed by their Governor or the next highest rank available.
An amendment to the Constitution must be passed through and approved of by all four Houses of the Kingdom of the Accord firstly to ensure its quality and authenticity and verified by the Monarch of the Accord before the Constitution may be changed, and the changes may be applied. No article or passage from the establishing of the Constitution may be changed or altered. Any and all citizenry are allowed to propose further amendments and alterations to the Constitution.
Should a new system of government be adopted for the Kingdom of the Accord or its successor thereof, let it be known that this Constitution was written for its people, to justify the rights of this nation's citizens and the responsibilities of the government and its branches. Qualifications are to be earned by the merits of the individual, not purchased nor inherited, to ensure a strong nation and a strong soul. No religious test shall ever be implemented nor required for any individual seeking to hold a position in office, public trust, or command, now and forever within the Kingdom of the Accord. Should a successor to the Kingdom of the Accord be named, let it be in the spirit of the Kingdom of the Accord and the constitution that rightfully founded its authority and authenticity.
This Constitution was written with the consent and blessings of the planet of Harvest and her first interstellar colony of Lupina, and shall be deemed sufficient for the foundation of the Constitution that is to be the guideline for the Kingdom of the Accord.
May the light of this new Kingdom flourish and never dim.
