DP Red Dragon was never considered in the less confidential contingency plans made by the UWA. It was however considered on the personal list of The Secretary Blue, who realized that she was suffering from a rare form of polio, and so when the Dectrose war came, Red Dragon was immediately implemented.
First, the UWA had to send one of the deputies of the secretary, Emilia Heartworld, and a deputy of the Commander in Chief, Colonel Dustings. They came by high speed train from the Secretary's Residence to the IRS embassy.
There, they requested an immediate audience with the IRS just as the Secretary herself sent a message from her communicator to the official contact line of the embassy.

The notice for the arrival of the UWA Secretary was swift in its dissemination. The security troopers guarding the entry points into the embassy quickly let the UWA personnel inside after confirming their identities and officials working there guided them to one of the embassy's many meeting lounges where IRS diplomats would rush to receive them.
Diplomat Bahross straightened his tie as he walked briskly down the hallway with his team of scribes and advisors. He quickly read through all the documents and intelligence he needed regarding the current state of IRA-UWA relations and the very recent Dectrose invasion of UWA space and the subsequent declaration of war by the UWA's leadership.

Recently, mass media allowed them to know about the mass burial and funeral of the dead taken by the IRS and in respect to them and the ambassador, the pair stopped in front of him and bowed. Only the woman, Heartworld, rose and spoke
"Before we approach you, Your Excellency, we would like to apologize for coming at a dark time. We wish to bring our condolences for the dead you had to bury and honor."
She then bowed her head and waited for the ambassador to speak and welcome them as their guests in their home away from home.

It seemed to us that we were forced to declare war to answer the violation. On the other hand, we hope for your recognition too that this was justified. That it was the Dectrose Empires fault for provoking us."
The Colonel then carried on as she stopped.
"As we speak, United Fleets are moving out from our worlds to secure our space. Our armies united under General of the Armies Veronica and our Auraxii Campaign expeditionary forces were informed and ordered to stand fast until further orders."
He paused to think. Then he said "Dear Bahross, I know that you are a junior diplomat, but I must, as a Colonel, a citizen of a country that has been friendly to you and has wished to support the AGA, appeal for help. Help economically, politically and militarily. We realize that the Dectrose are too many in numbers against us and the UDS if we stand alone.
Dear Bahross, put simply, we appeal to the AGA for their protection. That they may guarantee the independence of our country and our survival as a country. In return, we offer so much."
