Ancerious Galaxy: Avarian Region, Allied Occupation Zone
Starbase Montrose
==================================================
“It has been several months since the Divine Davian Empire was split in two with it’s leaders put on trial for their prior misdeeds. The trials were fairly speedy given that no one doubted their gross incompetency, what took the most time was deciding what punishment fit the crime in question. The allied occupation itself hit some roadblocks in the form of Davian resistance to the new order of things and from what intelligence we were able to glean, there was just as much resistance to changes on our side of the demilitarized zone as there was on the AURA side. With the issue of the Andracken actively being debated as I write this journal entry, in the next few days a scheduled meeting with the UWA has caught the attention of the Askandar pact. I agree it is a golden opportunity, as it is not often that a new (to the galaxy) nation takes the initiative to seek admission into a power bloc. As per mission report 51-091F, I will arrange this meeting using the starbase we towed into a blue zone within the former Davian territories under allied oversight to facilitate a meeting. While I do have some misgivings about the timing I remain cautiously optimistic about the outcome of the meeting.” - The official Journal of Commodore Olouchi, circa late 2139.
A few days after Commodore Olouchi wrote his journal the meeting between the UWA and the Askandar Pact occurred aboard Starbase 91 better known to the general public as Port Montrose. The starbase was more or less present as a means of controlling a trade lane that cut through the Davian territories. The starbase had been a border station that was added to and repurposed for use in the operations out of ANAT during the Davian war. Given that the entire ANAT operation had been moved due to it’s proximity to the AURA occupation zone, the station was moved into the allied zone to serve as a point of resupply and to aid in defense of the Allied zone. From the outside it wasn’t apparent that the station was over fifty years old, as it’s hull had been upgraded during it’s service time. At a glance it was roughly cylindrical if you only stared at the centermost section which was a tapered cylinder with a wide center. At even intervals three roughly disc shaped sections jutted out from the central spindle with the one on the precise equator of the central spindle being the widest and the ones above and below being noticeably smaller in diameter. Overall the design had perfect horizontal symmetry even with the large supporting structures that went from top to bottom in mirrored stylized curves. At a closer glance the station even had symmetrically matched communications arrays, antennae and all the normal features one might expect from such a structure. Upon approach dignitaries would be instructed to take a single shuttle, personal craft or the nearest equivalent and follow flight controls guidance into the receiving bays of the starbase. Holographic path guides lit the way indicating speeds and steering vectors in galactic standard measurements and language. Once landed the bays would be pressurized rapidly and flight control indicated that it was safe to disembark. Visitors to the station would be greeted with sweeping views of the Dominion’s older style of internal architecture. Latticed archways and slatted support structures gave the internal spaces of the station an almost hive-like sort of appearance. Curvature and attachment angles that were sound by engineering standards also gave the impression that the station was designed to the core to dissipate the force of impacts by having a certain level of structural flexibility that more modern stations simply lacked. If the starbase were a living creature then this style of construction was analogous to the use of varied types of cartilage and bone with outer rigid layered sections to produce a colonial organism. Appearances aside the arriving dignitaries would be escorted to a prepared meeting room that was quite close to their assigned bays as to prevent fatigue. The security at the station was present, but visually limited as most of the security features were kept out of sight to avoid making the delegates nervous. The meeting room was roughly cylindrical with a roughly circular table at the center that had a piece parted out of it. This piece was separated from the rest because a three-foot section on either side of its four-foot length was removed. The separate section was marked as reserved for the UWA representative while the main table was marked for the assorted representatives of the Askandar pact. To the very observant the subliminal message was pretty clear though, the table, the seemingly lax security and the older model station all set a message of non-aggression towards the UWA.
There were three reps who would come to the meeting with the Askandar Pact. Port Montrose was now the subject of intense UWA press coverage as the reps were made known. It was the old rep who met with the Dominion, a deputy secretary of the Secretary of the UWA named Chrysalisia Uberisia and the head of the official but not known (as the UWA refused to include the agency in their official publications concerning the overview of the UWA) agency for counter esponiage, esponiage, internal security, border security and political control. The agency was known simply as The Agency but in inner UWA files, it was called the Official Board of Internal Regulation, Affairs, Safety and Insurance. Her name was Jassad Kardidi.
As they all found their seats at the table, it was the old rep who chose to remain standing so she could speak to her hosts and greet them properly.
Elwars appearance was one typical to the AI. No ship was sent, no representative to speak on behalf of the Askandar Custodian. It simply did not need it.
A seat set aside for Elwar in the conference room merely flickered into life, the holographic projection of the AIs circular glowing core was all that showed, whenever it spoke energy motes danced around the sphere and the glowing field around it subtlely vibrated depending on the tone. Elwar was interested in this meeting, and any who wished to join the Pact. Its voice was sincire, showing emotion this time.
"Greetings. I am Elwar, Custodian of Askandar it is a fine day when a nation chooses to engage in diplomacy. I hope great things transpire here today"
The old representative said to Elwar with a smile and a voice that showed her happiness and pride to be here.
"Greetings to you too. I am the representative who met with the Dominion before. I am happy to be here with my fellow Unionists. We hope great things indeed happen here too. I pray we may find peace with you for good." And then she sat down and nodded once to Elwar before saying "These are my companions. Chrysalisia Uberisia and Jassad Kardidi."
D'Arcy felt like she was running ragged. Setting up an embassy was already a monumental task and she was frequently spending twelve hour days arguing with contractors, politicians, and dealing with a constant barrage of requests from back home. Everything from corporations demanding access to UWA markets to the SIS's neverending stream of intelligence reports and updates from their field agent (whoever that was).
She was exhausted. She was stressed. And this meeting couldn't have come at a worse time. She had tried every excuse she could think of to get out of it. There was just too much work to do for her to disappear for who knew how long... but the Foreign Relations Office had had none of it. You are the ambassador to the UWA, and you will represent Vestahl at this meeting.
She'd slept little by the time she arrived, and had to pause before entering the meeting proper to check that her makeup adequately hid the dark circles beginning to form under her eyes. Then, the red-head straightened her suit, put on her best smile, and entered the conference room, taking her seat a moment later.
"I am D'Arcy O'Flannigan," She introduced herself. "Acting Ambassador to the UWA and appointed delegate to this meeting,"
Commodore Olouchi arrived last, this was not intended as a slight. He had become the ‘go-to’ officer for pretty much anything that Vice-Admiral Taravis was too busy to handle and given the Andracken situation that was a surprising number of situations. The laundry list of situations was enough to cause madness, but then that's what leadership was supposed to be, what with the delegating of tasks to your subordinates and such. The commodore arrived a few minutes late holding a strong caffeinated beverage in one hand, and what appeared to be the modern equivalent to an accordion folder under one arm. Commodore Olouchi would take his place at the table gently setting the beverage down followed by the folder and make a formal introduction. “Good afternoon everyone, I am sorry for the sudden summons, but unfortunately in the very real politics of our region it was prudent to act quickly.” The Commodore looked to the Vestahl Representative first. “I am grateful you were able to make it, I promise this impromptu meeting won’t take too long. Regretfully Representative Solarin is tied up so I am here at the behest of Vice-Admiral Taravis and at The representatives specific request.” Olouchi then looked to the others to make his formal introduction. “I am Commodore Olouchi, I am the officer who oversaw the Dominion’s First contact with the UWA, I also made the recommendation for their consideration in terms of entry into the pact based on our encounter. Since a simple majority is needed for that, that’s why we’re here for this meeting.”
Elwar replied almost instanteously
"I have processed all data files gathered and available on the UWA. I agree with the recommendation, another member to the Pact will provide greater stability for the region and with the UWA showing their people to be put first I am confident that they are the kind of nation we need. With things rapidly spirally out of control in the region unity and a common defense is exactly what is needed"
Elwars holographic flickered somewhat, almost indicating a shockwave of some kind.
"I apologise friends. As you know Askandar is under attack, any interferance is regretable I will do what is nessecary to stabilise the connection"
Fenenna Einthe, the representative of the UWA, gladly greeted the representative serving as an ambassador to the UWA with a smile. She also offered "If you are willing, I'd like to extend my offer of coffee to you. I brought several beans that we can brew for consumption during our meeting."
And to Olouchi, whom she met before "Thank you, Commander Olouchi and I am very happy to see you again here."
And then to Elwar, she spoke lightly "I think it's all right, dear friend. If your world is under attack, we probably would be more likely to extend our assistance to you if it calls for it."
Commodore Olouchi noticed the flicker in Elwar’s projection; intel had roughly appraised him of how events were linked and some of the nature of the threat at hand. The folks up top were unsure of what to do about it, given that it seemed the galaxy was growing more belligerent and a new mysterious threat wasn’t what anyone wanted to think about. No plan of action existed that Olouchi knew of to get involved and honestly if there was one they were not sharing it with officers at the Commodore or lesser ranking. He did know that it was only a matter of time before the Dominion would have to be involved, though at what capacity given the circumstances was also nebulous. Thoughts of that aspect of the situation were pushed aside to address the here and now, first the situation with Elwar, and then the UWA delegate. “At some point I think we need to talk about that situation Elwar, I do have a concern that the Dominion’s High command does not know the real scope of the danger you are facing which is why they are taking so long to decide on what to do.” The commodore then politely responded to Fenenna Einthe, “It is a pleasure to see that you have made it with no misfortunes along the way. I think we are already on the way to a greater future for all of the west.”
"That is understandable. The current situation with the Shadows is one of convoluted understanding, unclear scope and unknown capability. I can inform you that these shadows are currently invading Askandar, they are sufficiently powerful enough to pose a threat to all of those in the Frontier and beyond and only seem to be adapting and expanding in strength, there is also unconfirmed reports of the Inari Technocracy under heavy attack, I feel that is where the main hammer now falls, that and on myself. I believe the Shadows are targetting the largest threats first, they are not stupid and they will take all of us to defeat. I am sending information that I have available to me via encrypted channels to you as we speak, it details their vessels at current. I hope it may help you decide" Elwar replied as his projection flickered again.
The UWA rep began to show great interest in what was being discussed and stated herself once they were done speaking
"I believe the United Worlds of Alondra must show their interest and concern in this matter. As a power within the Frontier, despite our being a stranger for now to the galaxy, I believe that, with the agreement of my other companions, the UWA wishes to extend their hands to Askandar and the rest of the factions involved against the Shadows. If this threatens them, it threatens us too as we have been in the middle of colonization and expansion and improvement. Even as we establish more colonies and more control, we cannot allow the Shadows to consume what would be ours.
And as a democracy, I believe the people would agree soon enough. So I'd like to propose that we assist you in any way we could."
"With all due respect," D'Arcy said, "You've just concluded a civil war and you've committed a substantial number of ships and military personnel to combat operations on the other side of the galaxy in former Auraxii territories... I understand you're eager to prove yourselves but it will do you no good to overextend yourselves,"
She paused and glanced at her notes before continuing.
"But I think we should proceed with the main purpose of this meeting?"
"Yes. Let us please proceed." She said. She totally ignored what D'Arcy said about them overextending themselves. She knew that. But in her very person, she felt that the UWA could pull anything off and do anything it could for itself and its allies. Her eyes were fiery and her hair stood on her arms as she waited for the meeting to really begin. Despite that, she could not control her body as it felt so excited and then...it trembled. Not too visibly but she managed with a sip of some water and after consuming a bit of medicines from her own personal container. She felt relieved almost instantly and said "Let's get to it now, shall we?"
"Yes," D'Arcy said glancing through her notes. "Unless I am horrendously misinformed then the purpose of this meeting is to determine the suitability of the United Worlds of Alondra for signatory status in the Askandar Pact. To that end the Vestahl Commonwealth has a number of points we would like clarified. The first should come as no surprise but I would like an... overview of both past and present relations between the UWA, the Dectrose Empire, the Three Domains Alliance, and any member nations of the Free Defence Council or FDC."
The representative stated "That's all right.
To explain, we recently cut all ties with the Dectrose Empire and all other members of the Free Defence Council and we also established more strong relations with the TDA after an international summit that we hosted in Ultrasina, our capital city. Before the summit, we were related to both factions but thanks to the TDA and due to the fact that the DE was heavily involved with the Capitol, we chose to go with the TDA, another democratic faction."
"Capitol and the APP have proven to be massive destabilizing agents across the galaxy. The fact that the Dectrose as they are called wish to support them, and from I am able to ascertain about them harbouring a super weapon in their territory designed to kill billions means you have chosen wisely. Such actions stand in parallel with my own and I would never tolerate such in this region of the galaxy. I presume their actions to try win you over was their attempt at making a foothold and power base here. I am relieved you chose sense and did not align with them, I could have forseen conflict in the future pertaining to such" Elwar replied in response.
All the UWA present agreed. They all were both angry and disappointed with the Dectrose. The main UWA respresentative then said
"Thank you but you do not have to thank us. Now that we are at least aligned with another democratic nation like ours, we would like to move on from that to what we all gathered here for.
To start, the United Worlds of Alondra is looking for a bloc that will allow the UWA to join until we are, to be honest, stronger and in a better position to deal with others. It may be that after we are done with one another, we would join the AGA. But for now, the UWA offers, as a contract between us and you all, to serve as some sort of student and soldier for the bloc. An enforcer, if we are able to exercise such a role."
"Could you elaborate on your relationship with the Three Domains Alliance?" D'arcy asked. "You mentioned it was strengthened recently, how so? And how... hmm... strong exactly?"
"It is as strong as you expect it to be. While some comment that our relationship with the TDA places us being a vassal, the UWA is an ally of the TDA. It is a signatory of the articles of their alliance and we have agreed to all terms of being connected to them as they are to us."
Commodore Olouchi frowned at the mention of the UWA being a vassal state. This was a piece of information that the Dominion didn’t have prior and it was pretty obvious that being a nation beholden to another would mean the UWA was legally unable to sign any alliances. “I think it would be wise at this point for the UWA representative to specify the nature of your vassalage, how did this state of affairs come to be? Also, it would be helpful if you told us the terms and conditions of that agreement as you may not have the legal standing to sign agreements.” Despite the implications of what the Commodore was saying he maintained an even polite tone and nothing he said intended in an accusing manner.
Similar to her counterpart in the Dominion, the news that the UWA had been vassalized and formally entered into an alliance with the TDA was clearly unwelcome to the Acting Ambassador. Her easy smile fell abruptly into a deep frown as she glanced through her notes.
"The Vestahl Commonwealth can no longer support the United Worlds of Alondra for signatory status in the Askandar Pact at this time," She declared after a long pause. "Furthermore, as a vassal state of the TDA any agreement made with the UWA will have to extend to the TDA as well. As such the Vestahl Commonwealth motions that the topic of signatory status for the United Worlds of Alondra be tabled until a summit can be convened including representatives from the Dirge, Autaya, and Three Domains Alliance in addition to all those present here today,"
She glanced toward Commodore Olouchi and quietly slid him a folded note, asking to speak privately once the conference had ended.
Fenenna rose up from her seat and strongly said (but not yelling or screaming or any of the sort) "Forgive me, I did not explain properly. What I mean to say is that PEOPLE comment on our relationship with the TDA being comparable to a vassals. I am not saying that our relationship with the TDA is exactly like a vassal. Even the TDA and the UWA agreed that on no circumstances are any of us to say that the relationship is that as you speak.
I must explain that our relationship with the TDA is of an alliance. If I must, I shall present to you the articles of the agreement between us. Even if it may seem like we are a vassal to them, they have said that it is all right for us, the United Worlds, to seek membership in their Greater Alliance."
"You are a vassal state," D'Arcy answered. "Your president is no longer your head of state. The first article of the alliance makes that abundantly clear. You've given up independence and recognized a representative your people did not vote for as your head of state. You've become a vassal in all but explicit name,"
The red-head's voice was even, almost disinterested.
"Once again, the Vestahl Commonwealth motions that the topic of signatory status for the United Worlds of Alondra be tabled until a conference can be convened including delegates from the Dirge, Autaya and Three Domains Alliance..."
She sighed and shook her head.
"Although I suppose it's the Four Domains Alliance now isn't it?"
"No. It is the Union of Democratic States. However, even if that is what you may say, that still does not change our desire to be a part of the PACT. After all, are we not a part of the same sector in this galaxy? And on the other hand, despite being what you say we are, I appeal that you reconsider." Simply said Fenenna with the same disinterested voice as her counterpart.
Elwar had been silent for sometime. The fact that both the Dominion and the Commonwealth now seemed to reject the UWA based on certain ties to the TDA worried it, and caused the AI to feel shame. How the prospects of political situations could impact on the advancement of the PACT in such a crucial time was a sad affair.
"D'Arcy is right, you are a vassal in all but name. However I agree with the UWA representative. I see no reason for them to be kept out of the PACT. However I am at a 2 to 1 disadvantage in votes. I therefor agree that this should be put to a larger vote by the Dirge and Autaya. However I will protest that political rivalries and problems are being taken into account at a time where we need to be strong together. I do not have the luxury to reject allies when I myself am under siege at this very moment" Elwar seemed to almost be annoyed, and put emphasis on the last part, but he would honour his fellow allies, but the prospect of loosing more aid to such trivial matters put them all at a disadvantage.
"I believe I've made the Commonwealth's position clear," D'Arcy said, looking at the UWA's representative. "We are not willing to consider the United World's of Alondra for signatory status on the Askandar Pact at this time. The topic will be discussed again once a full committee of all Pact signatories as well as yourselves and the Three Domains Alliance be convened,"
She paused and leaned back in her chair.
"The Commonwealth motions that a vote to table to topic be carried out at this time,"
There was a pause by Elwar.
"That seems to be the only choice. I vote for such, now if you will excuse me I must tend to the defenses of Askandar itself. I expect we shall talk soon UWA when this matter has been fully resolved with full circumstantial consideration"
With Elwars last sentence the link cut.
The Commodore's mind was largely made up at this point, he wasn't against the UWA's admission, but given their change in political status and the ramifications this had considering their new 'partner'...considerations had to be made for how that would effect the image of the Pact, and if the TDA was even a good match. "I agree, this matter will have to be put on hold until representatives of the TDA and UWA are present. The Dominion votes to table the matter."
Fenenna sighed. Despite her arguments and her own belief in the status of the UWA as an equal to the UDS, they would not consider her country until another meeting was conducted with the UDS present. She rose from her place with a stern but benevolent look and nodded to her hosts as thanks as her companions either apologized or thanked them. Then they made their peace, turned away and went back to their shuttles.
They never knew that they would be at war with the Dectrose. Until now.

Until now.
